Salary Range: $7,268-$10,902/month
Normal Work Days/Hours: Monday-Friday 8:00a.m.-5:00p.m.

Responsibilities
SummaryThe Financial Manager provides strategic financial leadership and oversight for the Mayor, City Council, and City Manager by delivering accurate, transparent, and timely financial analysis, reporting, and forecasting. The position serves as the fiscal officer for the aforementioned departments and supports informed executive decision-making through preparation of relevant operating budgets. The Financial Manager also supervises and develops assigned fiscal staff in the City Manager's office to ensure compliance with financial policies and procedures.
Duties and Responsibilities- Implements and maintains departmental financial procedures to ensure accurate and timely reporting for informed decision-making.
- Develops the annual operating budgets for the aforementioned departments. .
- Coordinates budget meetings with division managers and prepares briefings for the Mayor, City Council, and City Manager.
- Monitors departmental revenues, expenditures, and budget performance; evaluates variances and recommends adjustments to ensure compliance with approved limits and prepares monthly comparisons to budget for the departments of Mayor, City Council, and City Manager.
- Oversees departmental year-end closing activities, ensuring timely, accurate reporting and audit readiness.
- Ensures compliance with procurement, grant, and financial policies and procedures including maintenance of internal controls and proper segregation of duties within the City Manager's Office.
- Oversees payments, accounts payable transactions, and financial obligations using the City's ERP/PeopleSoft system for the departments.
- Serves as subject matter expert for the upcoming implementation activities associated with Workday.
- Supervises, mentors, and manages assigned staff by providing direction, setting priorities, evaluating performance, and supporting professional development.
- Performs other fiscal duties as assigned.
Requirements- Strong communication and interpersonal skills for effective collaboration with the Mayor, City Council, City Manager, directors, staff, vendors, and the public.
- Demonstrated experience in municipal financial analysis, budgeting, financial reporting, and public-sector finance.
- Proficiency with ERP/financial systems (e.g., PeopleSoft), budgeting tools, spreadsheets, and reporting platforms.
- Strong analytical, problem-solving, organizational, and leadership abilities.
- Knowledge of local government financial concepts.
- Deep understanding of departmental budgeting principles.
- Strong command of procurement rules, grant management requirements, and related compliance standards.
- Highly proficient in ERP/financial systems (e.g., PeopleSoft).
- Advanced expertise in productivity and analytics software (Microsoft Excel, Word, PowerPoint; databases/relational reporting tools).
Qualifications
REQUIRES an accredited Bachelor's degree in accounting, finance, business administration, or a related subject area; and 5 (OR an accredited Master's degree in the mentioned fields and 3) years professional experience of a progressively responsible nature in corporate or municipal finance including but not limited to accounting, banking, billing and collections, debt and investment portfolio management, financial reporting, development review, and projecting and monitoring tax and fee activities, including 2 years' experience managing financial projects and/or programs.

The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained. If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
