Salary Range: $8,650-$13,620/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. *Telework available after 6-month probationary period.

Responsibilities
Position Summary The Chief Information Security Officer (CISO) provides executive leadership and citywide oversight of information security, cybersecurity operations, and the secure operation of the City's IT networks and telecommunications systems. Reporting to the Chief Technology Officer (CTO) or designee, the CISO is responsible for safeguarding City data, systems, networks, and communications infrastructure while enabling reliable, secure technology services across all departments. This role leads the City's cybersecurity strategy, risk management, incident response, compliance, and resiliency efforts. The CISO works closely with executive leadership, departmental stakeholders, and technical teams to ensure security is embedded into enterprise IT, network, and telephony operations, balancing risk, operational needs, and service delivery.
Key Responsibilities Executive & Strategic Leadership- Provide citywide leadership for cybersecurity, information protection, and secure network and telecommunications operations.
- Define, implement, and maintain enterprise cybersecurity strategies aligned with City objectives and best practices.
- Advise executive leadership on cyber risk, emerging threats, and security posture.
Cybersecurity Operations & Risk Management- Oversee security monitoring, vulnerability management, penetration testing, and forensic investigations.
- Oversee network defense technologies such as firewalls, IDS/IPS, and related security controls.
- Lead all cybersecurity incident response activities and ensure timely recovery.
- Develop and maintain cyber resiliency and disaster recovery plans.
Network & Telecommunications Security- Provide strategic oversight of secure network architecture, including LAN, WAN, wireless, firewall, and perimeter defense systems.
- Ensure secure and reliable voice and data communications, including VoIP and telecommunications platforms.
Governance, Policy & Compliance- Develop and maintain cybersecurity policies, standards, and procedures across governance, risk, compliance, and operations.
- Ensure compliance with applicable regulations and standards (e.g., NIST, CJIS, ISO-aligned practices).
- Oversee third-party and vendor cybersecurity and network/telecom risk management.
Financial & Resource Management- Plan, manage, and oversee cybersecurity, network, and telecommunications budgets.
- Ensure cost-effective investments and strong return on investment for security initiatives.
- Oversee cybersecurity tools, infrastructure, and services.
Collaboration & Program Oversight- Partner with IT, network, and telecommunications teams to ensure secure system design, deployment, and operations.
- Oversee security-related projects and programs to ensure timely delivery and alignment with strategic goals.
- Provide executive reporting and briefings on cybersecurity and infrastructure risk and performance.
People Leadership & Culture- Lead, mentor, and evaluate cybersecurity and related IT staff.
- Promote a culture of security awareness, accountability, and continuous improvement.
- Oversee enterprise security awareness and training programs.
Additional Requirements - Must be available nights and weekends as operational needs require.
- Performs related duties as required.
Qualifications
REQUIRES High school graduation or GED and five (5) years in IT Management or role of Chief Information Security Officer (CISO); OR an equivalent combination of qualifying education and technology experience.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
