Purpose:Under minimal direction manages buying, contracting and/or grant activities within a department.
Duties, Functions, and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops, implements, and monitors operational processes, procedures and related systems in support of departmental buying, contracting and/or grant activities.
- Evaluates business process effectiveness and efficiency and makes recommendations for improvement. Researches and designs contract management strategies that meet business needs.
- Develops and negotiates grants and contracts to include performance measures, terms and conditions, penalties and incentives and cost savings.
- Reviews, revises and re-negotiates existing and expiring contracts for performance measures, cost reductions, consolidation opportunities and materials management.
- Monitors and audits contract expenditures and/or infrastructure usage activities.
- Manages the implementation of contracts, to include instructing the end user, monitoring results and arbitrating disputes.
- Reviews and approves reports regarding contractor performance, supply chain status, contract expenditures, purchase history, etc. for reporting to management, team members and customers.
- Oversees the development of management and productivity reports, studies and analyses.
- Ensures compliance of grants and contracts with the terms and conditions and all applicable City of Austin, state and federal requirements.
- Represents the department to state agencies, city officials, vendors, contractors, community interest groups, and other stakeholders.

MINIMUM QUALIFICATIONS:- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field plus six (6) years of experience managing, reviewing, monitoring and/or negotiating grants, contracts or other similar documents, two (2) of which were in a supervisory or managerial capacity.
- A Master’s Degree may substitute for required experience up to two (2) years.
Licenses and Certifications Required:Preferred Qualifications:- Experience in purchasing for a governmental agency with practical knowledge and experience in various types of formal and informal solicitations (RFPs, IFBs, RFQS, RFQs) for commodities, professional and non-professional services.
- Experience with writing scopes of work (SOW), contract terms and conditions (T&Cs) that capture end-user requirements.
- Experience in contract compliance and monitoring, including performing risk assessments and evaluating contractor performance for all types of contracts.
Other:- Ability to travel to more than one work location.
Notes to Candidate:Salary Range: $ 80,490.00 - 102,200.00
Location: 2nd Street administration offices
Days and Hours: Monday - Friday; 9:00 a.m. - 5:00 p.m. Alternative schedules and remote work options are available; however, the position requires at least 60% in-office each week. A flexible hybrid schedule may be offered after successful completion of the probationary period.
The Position: This position will be part of the Purchasing and Contract Compliance Division at the Austin Convention Center and will be responsible for total lifecycle contracting, including overseeing formal and informal solicitations and contract compliance.
Background: The City of Austin has embarked on an expansion of the Austin Convention Center (ACC), with the grand re-opening planned for early 2029. As part of that expansion, the purchasing team at ACC will be focused on procurement projects to ensure a seamless re-opening. This position will be heavily focused on procurement with an 80% procurement and 20% contract compliance/monitoring split. Post re-opening, there will still be an emphasis on procurement duties with a 60% procurement and 40% contract compliance/monitoring split.
Ideal Candidate: The ideal candidate will be able to demonstrate an in-depth knowledge and experience of procurement and contract compliance in the public sector. They will have the ability to balance multiple responsibilities simultaneously and be able to operate with a high degree of independent judgment, ensuring critical services and specialized equipment are procured efficiently and in compliance with contract specifications and end-user requirements. The ideal candidate will be a detail oriented, proactive, strategic leader with deep experience and knowledge of government procurement and contract compliance. This individual will be able to demonstrate strong expertise in contract development, negotiation, performance monitoring, and risk mitigation. They will possess the ability to interpret and apply procurement policies, manage complex and high-value contracts, and will be an effective communicator who can collaborate with internal stakeholders, contractors, and executive leadership, while also coaching and developing a high-performing team. They will bring sound judgment, analytical strength, and a commitment to continuous process improvement, ensuring contracts used by ACC are in support of the organization’s mission and strategic goals.
About ACC: The mission of the Austin Convention Center is to provide outstanding event facilities and services to its customers, ensuring a positive experience. Additionally, ACC aims to be an economic driver in Austin. ACC is a department within the City of Austin and is comprised of ACC, Palmer Events Center (PEC), three parking garages and a marshalling yard/warehouse. The goal of the ACC redevelopment is to create a more efficient and community-friendly event space in the heart of Downtown Austin. The redevelopment aims to deliver a larger, more flexible facility that can accommodate multiple large events simultaneously, enhancing the city's tourism and hotel industry. The new ACC will also be the first zero carbon certified convention center in the world, running on 100% renewable energy and aligning with the Austin Climate Equity Plan. The project is expected to significantly increase downtown's exhibition space and modernize the campus, providing the community with both business opportunities and cultural enrichment.
