This recruitment will establish an open eligible list and will be used to fill current and future Health Services Manager, Senior positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.
HEALTH CARE AGENCYThe
County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENTThe Correctional Health Services (CHS) Division consists of the following service areas: Adult Correctional Health Services (ACHS) and Juvenile Health Services (JHS).
Adult Correctional Health Services provides medical, dental, nursing, infection control, health education and pharmaceutical services at a community standard of care and also provides mental health services, including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance use counseling, medication assessment and discharge planning to all adult inmates in the County's five (5) correctional facilities.
Juvenile Health Services (JHS)provides medical, nursing, dental and pharmaceutical services at a community standard of care for youth who reside in the County’s four residential facilities operated by County of Orange Probation (OC Probation) and Social Services Agency (SSA) departments and contracts with hospitals for inpatient and specialty care.
THE OPPORTUNITYThe Health Services Manager, Senior for CHS is responsible for ongoing operational program needs, stakeholder collaboration, quality management and daily operations for the Mental Health Division. This position will work closely with the CHS Medical Director and other CHS department managers to ensure cohesive collaboration for integrated healthcare services that address the whole patient. The position will represent the in-custody Mental Health service area and coordinate care among the Courts, Public Defender, District Attorney (DA), Probation, Orange County Sheriff's Department (OCSD), HCA, SSA and external stakeholders and providers. The Health Services Manager, Senior manages the designated Lantermann-Petris-Short (LPS) unit for patients with acute psychiatric conditions and other mental health care areas comprised of various levels of acuity by providing services to all five (5) County jails.
Additional duties include:- Provides operational and technical management and direction to staff including, but not limited to one or more of the following health services areas: behavioral and mental health services, and health and wellness promotion
- Oversees compliance with regulations, laws, and community standards of mental health services
- Develops and implements health services and programs while managing work systems and processes to ensure procedures meet compliance standards
- Evaluates health services and programs and researches trends and best practices to recommend and implement changes
- Oversees and conducts performance evaluations, employee development, hiring, discipline, and termination procedures as well as directly supervises management, professional, paraprofessional, and/or support staff
- Troubleshoots and resolves program or work unit issues and keeps higher-level management informed of issues/resolution
- Researches and analyzes financial information to develop unit budgets and reviews and approves budget requests and transactions
- Makes resource allocation recommendations and implements resource allocation recommendations
- Develops procurement process and negotiates and manages contracts
- Oversees the research and analysis of policies and related information and makes recommendations to higher-level management
- Oversees the preparation of medical, clinical, grant, operational, and/or related reports, records, plans, contracts, proposals, and other documents
- Coordinates with service providers, vendors, internal staff, and/or external agencies; establishes and manages partnerships; convenes, facilitates, and attends meetings; and prepares and makes presentations to the public, elected officials, appointment boards, and other stakeholders
- Performs other duties of a similar nature and level as assigned
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIESThe ideal candidate will have experience managing mental health and recovery programs and/or related operations and leading a large team and/or multiple teams. The ideal candidate will also have experience working in a correctional health setting. In addition, the ideal candidate will have demonstrated leadership skills as well as outstanding interpersonal and communication skills. The ideal candidate will possess a valid license as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC) or Licensed Psychologist.
The ideal candidate will also demonstrate extensive knowledge and experience in the following core competencies:

SPECIAL QUALIFICATIONS/REQUIREMENTS- Incumbents must NOT have felony convictions or be on any form of probation
- Must be able to pass and maintain background investigation to the satisfaction of the Orange County Probation Department and Orange County Sheriff-Coroner. Background screening includes; completion of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.).
