Description
DescriptionVacancy is in the Early Learning Center of the Department of Families, Children, Youth. Under general direction, develops and administers early learning programs by planning and coordinating early learning center activities. Participates in the hiring and promotion of personnel; establishes performance requirements and plans and evaluates the performance of assigned staff. Reviews, evaluates, and maintains early learning programming to ensure conformance to local, state, and national regulations and standards. Makes recommendations regarding learning centers’ maintenance and security. Participates in the development of the annual budget for the division. Writes and monitors grants. Develops and participates in training procedures and works with institutions of higher education. Incumbents are responsible for coordinating the operations of several Early Learning Centers.

This is a HMEA position. The hours of this position are 40 per week and the above salary includes 5% in lieu of overtime. This is a grant-funded position renewable on an annual basis. The City of Hartford is not obligated to fund this position upon termination of funding.
Knowledge, Skills & AbilitiesThe examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure:
Knowledge of: - Principles and practices of administrative management including budgeting management, employee supervision and training
- Principles and practices of Early Childhood Development
- Menu Plans to ensure RDA approved meals and snack
- Health, personal hygiene, safety precautions for young children
- Policies, laws, and regulations governing the operation of an early learning center
- Methods and techniques employed in conducting educational and recreational programs for pre-school children
- Child Psychology
- Principles and practices of effective supervision
- Computer software programs that support a variety of administrative activities
Ability to: - Prepare, administer and monitor a budget
- Establish and maintain effective working relationships with staff and the general public.
- Prepare grant applications and reports.
- Prepare clear and concise records, reports, correspondence and other written materials
Physical Demands and Working Conditions Work is performed primarily in an office environment with some travel to different sites.
QualificationsOpen to all qualified applicants who meet the following qualifications: A Bachelor’s degree in Early Childhood Education, Child Development, Elementary Education, or Early Childhood Special Education from an accredited college or university
AND Five (5) years of work experience as an Early Learning Center Teacher or an early childhood educator.
Master’s degree from an accredited college or university in Early Childhood Education, Public Administration, or a closely related field desirable.
A COPY OF YOUR DIPLOMA OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DIPLOMA OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT. If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
