Maintenance Manager
Description
TYPICAL DUTIES
Duties and responsibilities may include, but are not limited to, the following:
Plan, direct, organize, and oversee staff in the day-to-day operations of the Maintenance Division, the preparation, and implementation of operating procedures, and the allocation of divisional resources and functional responsibilities.
Manage and participate in the development and implementation of short- and long-term goals, objectives, policies, and priorities for assigned functions and programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
Prepare schedules, research, and obtain costs, and justification for purchases, programs, and equipment, including supporting information to assist in the development of the department’s tri-annual, annual, and mid-year budget submissions and updates; help to set fees, and monitor expenditures and revenues regularly.
Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees on performance issues; respond to staff questions and concerns; make discipline recommendations; investigate grievances not resolved at lower levels, resolve when possible, and escalate to the next level if unresolved.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and reviews with the Director; manage the implementation of improvements.
Ensure completion of division work activities in a manner consistent with District policies and procedures, and applicable laws, codes, statutes, and regulations; identify revised or new policies and procedures to address changes in work processes, legal requirements, and regulatory considerations.
Stay abreast of regulatory, legislative, and industry changes that impact District operations and recommend approaches to address these changes, including advocacy, as needed.
Develop, implement, and administer preventative and predictive maintenance programs for plant, pump stations, and power systems, building and grounds, and other District assets.
Coordinate installation and monitor implementation of new or upgraded automated operations and service systems.
Direct the response to a variety of requests, inquiries, and complaints from the public, customers, and outside organizations related to maintenance and repair activities or street sweeping operations.
Oversee contract services within the Division, provide feedback to services providers.
Direct and monitor the maintenance of warehoused inventories of warehoused parts, materials, and supplies.
Gather and accumulate information and data on developments and trends in legislation, regulation, and professional practices of industries related to division programs.
Prepare, review, edit, and present engaging and informative regular and special reports, information, and presentations to governing bodies, executive and managerial staff, community groups, the public, and staff of other District divisions on issues related to the divisions work plan, projects, and work status.
Prepare a variety of analyses, reports, schedules, recommendations, and position papers work on programs and special projects of laboratory and pollution prevention programs.
Develop, review, amend, and implement policy and procedural changes related to the District, Department, or Division; review processes to improve workflow and mitigate or eliminate potential errors.
Coordinate Division activities with other District departments and divisions during the course of business and as part of an emergency or disaster plan.
Prepare recommendations, reports, and other materials, make presentations to management, the Board, other agencies, industry organizations, and the public, and represent the District at meetings, seminars, and conferences.
Effectively perform other work duties and responsibilities consistent with the position on an as-needed and/or assigned basis.

Assist in the development and implementation of strategic initiatives related to the District’s Strategic Business Plan.
Oversee the development and implementation of activities related to key performance indicators of the department and division.
Identify and oversee the implementation of relevant innovative processes, technologies, and/or approaches for implementation at the District.
Actively promote the District’s focus on effective and respectful communications to build better work relationships at all levels in the organization.
Establish and maintain effective relationships with other staff members, staff of other agencies, professional organizations, and other relevant stakeholders.
Participate in regional collaboration opportunities and learning from peer agencies to serve the District’s needs.
Participate and lead teams engaged in District projects and organizational activities.
Provide appropriate, timely, and customer-service focused responses to inquiries from the public.
Understand and conform with the District’s Policies and Procedures.
Understand and conform with the District’s Safety Program.
Assume responsibility for covering a part of the work assignments of other staff during short absences.

Techniques of evaluating operating and regulatory reports and identifying deviations from established program schedules or standards.
Design, construction, operations, process monitoring systems and the maintenance and repair of wastewater plants, wastewater collection systems, electrical/instrumentation equipment, pump stations, and recycled water distribution systems.
Technical regulations applicable to the maintenance and repair of recycled water and wastewater plants, equipment and systems.
Methods for establishing and maintaining predictive and preventative maintenance programs and systems.
