Description

THE POSITION

The Senior Landfill Engineering Technician works as lead on a team with two Engineering Technicians to maintain the City’s closed landfills. The position is responsible for responding to inspectors from CalRecycle, Sacramento County, California Water Board, Sacramento Metropolitan Air Quality Management District, and other regulatory bodies. In addition, the Senior Landfill Engineering Technician proposes solutions to resolve various regulatory issues, such as landfill gas probe out of compliance.

IDEAL CANDIDATE STATEMENT

The Department of Public Works is seeking a Senior Landfill Engineering Technician for the Recycling and Solid Waste (RSW) Division. The ideal candidate will have experience in landfill regulatory compliance, field data collection, flare operation, and water sampling, as well as a good working knowledge of landfill gas and its effect on the environment.

Performs a variety of complex and difficult para-professional office and field engineering functions and trains and supervises a technical support unit of lower-level technicians in the duties associated with maintaining a closed landfill.

DISTINGUISHING CHARACTERISTICS

This classification is responsible for performing the most complex and difficult landfill engineering technical support duties and supervising an engineering technical support unit within a division. Although incumbents at this level perform tasks involving the application of some professional engineering skill and knowledge, the background emphasis is on experience rather than academic preparation. This classification is distinguished from Engineering Technician III by the difficulty, complexity and type of work performed, and by the responsibility for supervision and training of lower level technical positions.

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by a professional engineer, a section head, or other manager. Responsibilities include the direct supervision of lower level technical personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to the following:

- Perform complex technical plan checks of landfill gas flare, landfill gas system, and any other plans or drawings pertaining to a landfill.
- Initiate and maintain communication and coordination with regulatory agencies, laboratories, contractors/consultants and other City departments.
- Act as a landfill engineering project leader.
- Perform statistical analysis related to landfill gas generation and groundwater sampling results.
- Prepare a variety of special reports and studies for environmental regulatory agencies (Air Board, Water Board, Waste Board, etc.) using computers and/or manual methods.
- Perform field engineering functions as related to the landfill gas recovery system.
- Respond to inquiries from the public regarding city requirements relative to the construction, maintenance and operations of landfills and transfer stations.
- Supervise and participate in activities related to landfill operation.
- Operate landfill gas flare and landfill gas well system.
- Interpret City and Department policy regarding any construction and operations as it pertains to landfills and transfer stations.
- Develop and implement training programs for technical staff.
- Plan, schedule, coordinate and evaluate the work of subordinate technicians.
- Design productivity measures and recommend improvements to current policies and procedures.
- Implement and perform daily, weekly, monthly quarterly and annual inspection and maintenance of the post-closure maintenance plan.
- Manage all construction contracts and professional services agreements pertaining to operation of a closed landfill.
- Write design specifications, letters, memorandum, procedures, contracts, etc.
- Perform other related duties as assigned.

QUALIFICATIONS

Knowledge of:

- Principles and practices of operating a landfill gas collection and monitoring system, groundwater remediation, grading, drainage, civil, mechanical and electrical engineering as related to the classification of Senior Landfill Engineering Technician.
- Principles and practices of supervision.
- Land use regulations and ordinances.
- State, local and federal regulations pertaining to landfill and transfer station operations.
- Methods of landfill gas monitoring and groundwater sampling.
- Narrative and statistical report preparation.
- A variety of computer software programs that include word processing, spread sheet, database and computer aided drafting (AutoCad).

Ability to:

- Plan, supervise, coordinate, and evaluate the work of subordinates.
- Evaluate complex technical engineering problems and make independent decisions.
- Understand and interpret federal, state and local environmental regulations.
- Establish and maintain cooperative and effective relationships with those contacted in the course of work.
- Collect and analyze data and apply it to the writing of reports to regulatory agencies.
- Communicate clearly and concisely, orally and in writing.

Experience and Education:

EITHER

Two years of experience comparable to an Engineering Technician III with the City of Sacramento in the areas of landfill gas system operation, groundwater sampling, grading, drainage and regulatory compliance

OR

Six years of related landfill operations experience, at least two of which must have involved the performance of duties at a technical level comparable to those of an Engineering Technician III with the City of Sacramento in the areas of landfill gas system operation, groundwater sampling and regulatory compliance.

Education may be substituted on the basis of twenty (20) semester undergraduate units in engineering or engineering-related mathematics for each year of experience up to a maximum of three years. All education requirements must be verifiable from records of satisfactory completion of courses.

PROBATIONARY PERIOD:

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

4. Screening Committee: (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review.
