Together, we provide comprehensive services including networking, hardware and software support, web services, application development, cybersecurity.
The Department of Information Technology is excited to announce the recruitment to fill one (1) vacancy for an Information Systems Programmer Analyst IV (PeopleSoft).
This position is part of the Enterprise Systems division and focuses on supporting the County’s Oracle PeopleSoft Human Resources and Payroll applications. Responsibilities include daily production support, system development, application enhancements, and upgrade assistance. ISPA IV team members serve as subject matter experts across multiple PeopleSoft tools and technologies.
This position requires on-site work. While telecommuting may be considered after a successful probationary period with department head approval, it is not guaranteed. Employees are eligible for the County’s professional development and training allowance.
When assigned to DoIT we are looking for someone who is: - An expert in PeopleSoft HCM modules (HR, Benefits/BenAdmin, and Payroll) with strong technical proficiency in PeopleSoft systems.
- Knowledgeable of PeopleTools and related technologies, including PeopleCode, SQR, Application Engine, Component Interface, BI Publisher, Query Manager, PeopleSoft Security, and Oracle SQL Developer.
- Able to develop enhancements, modifications, reports, and integration interfaces following best practices and SDLC methodologies.
- Able to provide technical support and maintenance, including issue resolution, application enhancements, software updates, testing, and code migrations.
- A problem solver, adept at troubleshooting complex cases in Payroll and Benefits ensuring accuracy and timely resolution.
- An expert in third party system integrations.
What you will typically be responsible for when assigned to DoIT: - Supporting and maintaining PeopleSoft HR, Benefits/BenAdmin, Payroll, and other HCM modules, ensuring system reliability and performance.
- Developing application enhancements and reports, troubleshooting system issues, and providing solutions using PeopleTools and related technologies.
- Applying PeopleSoft PUM updates, Tax updates, patches, and bug fixes according to schedule in accordance with County’s security standards.
- Performing quality assurance, testing, and code migration activities.
- Leading and directing other information systems staff as needed.
- Gathering business requirements and translate them into functional and technical specifications for development.
- Supporting System upgrades on a regular basis.

The eligible list established from this recruitment may remain in effect for six (6) months and may be used by other departments.
Minimum QualificationsEducation:Possession of a bachelor degree from an accredited college or university, with a major in computer science or information processing or closely related field.
Experience: Four (4) years of full-time or its equivalent experience performing software applications programming and/or systems analysis, at least one year of which must have included programming responsibility.
Substitution for Education:Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of four (4) years.
Desirable Qualifications (depending on assignment):- Experience working with ERP Systems such as Workday, UKG, Microsoft, Oracle, or other large scale enterprise-wide business applications.
- Experience with UKG system integrations.
- Project management experience including leading system upgrades, integrations, and cross-departmental technology initiatives.
- Functional expertise in PeopleSoft HR, Payroll and Benefits modules.
- Extensive technical experience in PeopleSoft version 9.2 and later.
- Advanced data analysis and SQL querying skills.
