ABOUT THE POSITIONThe Clark County Business License Department is seeking qualified candidates to apply for the Senior Franchise Specialist position. As a member of the Franchise Division, you will assist the Division Manager and carry out various management projects as assigned. Responsibilities include receiving consumer complaints from customers of various utilities (ambulance, solid waste, internet providers, telecommunication providers, etc.), maintaining logs of complaints and resolutions, and keeping records of franchise meetings and contracts.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTSEducation and Experience: Bachelor's Degree in Business Administration, Public Administration or a related field AND three (3) years of professional experience in the administrative and operational oversight and monitoring of franchise services and operations. An appropriate advanced degree is desirable. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis up to two (2) years. All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

EXAMPLES OF DUTIES- Responsible for administrative and operational oversight and monitoring of franchise inter-local agreements.
- Assures franchise compliance by reviewing and investigating performance data; assesses penalties for non-compliance; analyzes funding formulas each fiscal year; works with committee members and keeps them informed of status of action plans; ensures franchisee complies with all financial reporting requirements.
- Facilitates mediation of customer complaints concerning franchise services; analyzes for legal compliance and properly handles and processes complaints.
- Oversees mediation and negotiation services on all franchise and code compliance issues through review and analyzing reports of services rendered.
- Oversees the review and analysis of ordinances and/or local regulations to ensure uniformity, as well as performance standards and cost containment factors; develops and proposes program budget; may oversee receipt of franchise fees.
- Performs analytical and general administrative support functions; reviews and analyzes customer service standards, contracts and ordinances; collects and manages franchise-related documentation.
- Schedules, prepares agendas, and takes minutes for meetings.
- Performs special assignments in support of departmental operations.
- Prepares a variety of reports, letters, memos and other written materials.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and participating in department related activity.
- Uses standard office equipment, including a computer, in the course of the work; may drive a County, agency or personal motor vehicle or be able to provide for appropriate transportation in order to attend off-site meetings and/or visit other work sites.
