SUMMARY OF POSITION:
The Camino Real Regional Mobility Authority (CRRMA) is a local governmental entity authorized to develop transportation projects in the El Paso region. Originally created in 2007, the agency is managed by a Board of Directors and is staffed by an Executive Director (ED) and a Director of Finance (DF). Since inception, the CRRMA has been involved in numerous and varied transportation initiatives with total cumulative project budgets exceeding $1.5 billion. The agency is seeking to expand its staff to include a Project Manager (PM). This individual will oversee the CRRMA’s implementation of projects and assist the ED and DF with the overall management of the agency. Interested candidates should have a strong background in the management of design and construction activities and an interest in the management of a public agency.

Minimum qualifications for individuals interested in applying for the PM position shall include:
• Bachelor’s Degree; a degree in Engineering or related field is preferred
• 7+ years of experience with design and/or construction activities
• Knowledge and understanding of project budgeting and accounting
• Excellent communication skills for effective public presentations
• Spanish proficiency preferred
• Interest and ability to engage and support administrative activities

The selected PM will be responsible for project management activities required for the successful operation of the CRRMA, including such tasks as oversight of planning, design, construction, utility coordination, environmental processes, and maintenance activities. The PM will oversee design firms, construction contractors, and other consultants used by the CRRMA to complete its various projects. The PM will be tasked with ensuring compliance with applicable federal and state laws, policies, procedures, standards, and guidelines applicable to CRRMA projects and will be responsible for maintaining relationships with CRRMA partners, including
public agencies and consultants. In addition to the various oversight responsibilities identified, the PM will provide management support to the ED and DF for successful operation of the agency.

Due to the existing CRRMA and City of El Paso working relationship, the selected PM will enter into an employment agreement with the City of El Paso, but will work for and report to the CRRMA Board of Directors (Board) and ED.

The PM’s compensation package will be negotiated between the PM and the ED. While the resulting compensation and benefits will be provided to the PM by the City, the CRRMA will reimburse the City for all such expenses. Benefits include access to the City’s health insurance and pension programs. Vacation, sick leave, and holidays will
follow the City’s established policies, while all other activities will follow the CRRMA’s adopted policies. A vehicle allowance will be made available. Salary increases are subject to annual performance evaluations, while bonuses are subject to ED discretion. The CRRMA, through the City of El Paso, is an equal opportunity employer.

General Purpose

The purpose of this position description is to serve as a general summary and overview of the major responsibilities and duties of the PM position. It is not intended to represent the entirety of the position nor is it intended to be all-inclusive. The selected PM may be requested to perform other work duties not specifically listed herein.

Typical Duties

RESPONSIBILITIES AND DUTIES:
As noted above, the PM will be responsible for project management activities on CRRMA projects. Examples of PM responsibilities could include, but are not limited to, the following:

• Oversight of CRRMA’s General Engineering Consultants, Indefinite Deliverable Contract consultants, and other consultants engaged from time to time
• Report on the CRRMA’s design and construction activities to keep the ED and DF apprised of each project as it progresses
• Monitor and oversee planning, design, environmental approval, utility coordination, contractor procurement, and other pre-construction activities on CRRMA projects
• Monitor and oversee progress of construction projects for compliance with design specifications, budgets, and schedule
• Ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines
• Resolve conflicts and issues related to design and construction issues arising on projects
• Serve as the Responsible Person in Charge (RPIC) for all TxDOT projects
• Implement effective procedures and controls, and regularly evaluate and improve such procedures and controls, as necessary to maximize the security and efficiency of the CRRMA, including regular site visits
• Review, negotiate, and develop recommendations on proposed change orders and invoices
• Develop, manage, and oversee engineering and construction procurements
• Manage and oversee project audits of the CRRMA by independent third parties, the Texas Department of Transportation, or other agencies
• Serve as a resource to the Board, ED, and DF on all design and construction matters
• Serve as a point of contact to the City, El Paso County, State and Federal officials, area elected officials and others interested in CRRMA projects
• Perform other duties as requested
