Elections Warehouse Coordinator
Description
DescriptionPosition InformationUnder general supervision, and reporting directly to the Elections Division Logistics Program Supervisor. This position may supervise and/or coordinate the storage, inventory, inspection and testing of equipment, distribution of supplies, materials, and equipment related to the operations of the County Clerk-Recorder and Elections divisions. This position may have limited or no purchasing responsibilities, and oversee the inventory, maintenance, repair, transportation, and storage of valuable and sensitive equipment.
Warehouse Coordinator is distinguished from the Warehouse Program Supervisor classification in that the latter is responsible for the supervision of more complex warehouse or storekeeping functions which include evaluation of, and supervision of assigned staff. It differs from Inventory Management classifications in that the incumbent is responsible for the work of an assigned unit and may be required to supervise and evaluate extra-help personnel.
The ideal candidate will be computer literate, highly organized, possess strong written and oral communication skills, excellent interpersonal skills and must be a proactive, innovative thinker, with an intermediate level of Microsoft Word and Excel.
PAYROLL TITLE: Warehouse Coordinator
EDUCATIONAL INCENTIVE: Some positions may be eligible for an educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.
BILINGUAL INCENTIVE: Some positions may be eligible for a bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.
AGENCY/DEPARTMENT: County Clerk-Recorder and Registrar of Voters - Elections Division
NOTE: This classification is within a bargaining unit that is subject to an agency shop arrangement which mandates a Regular employee to either join Local 721 of SEIU and pay dues as a member, OR, either pay a service fee to Local 721 or pay an amount equivalent to the service fee to a qualified charitable organization.
The eligibility list established from this recruitment may be used to fill current and future regular, temporary, fixed-term, intermittent, and extra-help vacancies in the County Clerk-Recorder and Registrar of Voters Office
for this position only. There is currently one (1) vacancy in the Elections Division.

Examples Of DutiesDuties may include, but are not limited to the following:
- Plans, organizes, and coordinates the equipment for inventory purposes; logs repairs and disposition of equipment; inspects, tests, and maintains equipment in optimum operating condition;
- Electronically tracks, compiles and analyzes data on the inventory of equipment utilizing the Elections Inventory Tracking System to determine operational requirements;
- Researches, develops, writes, and recommends both orally and written procedures to improve internal processing, distribution and record keeping systems;
- Oversee record retention and off-site storage for the Clerk and Recorder and Elections Divisions;
- Confers with assigned supervisor to identify materials and equipment replenishment requirements and resolves problems;
- Deliver ballots and other required materials from the Elections Division office to vote centers, throughout the County;
- Assists in interviewing and hiring extra-help staff for unit; trains, schedules, coordinates work; and contributes to the evaluations of staff;
- Lead and may direct/supervise warehouse or inventory elections staff;
- May serve as liaison to outside agencies and the public, providing support and clarifying procedures and regulations, in the absence of the Supervisor;
- Regularly analyzes current procedures and makes improvement recommendations; and
- Performs other duties as assigned.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
Education/ Experience:Experience in warehouse operations, materials management and related inventory systems which has led to acquisition of the required knowledge, skills and abilities. The required knowledge and abilities can also be obtained by at least two (2) years of experience in warehousing functions, a central supply facility or in performing material management, including at least one (1) year as a lead worker in a similar position.
Necessary Special Requirement- Must possess a valid California Driver’s License.
- Must be able to lift over 50 lbs.
Desired- Intermediate level in Microsoft Excel
- Experience with inventory databases
- OSHA Pallet Jack Certification
Knowledge, Skills, Abilities:
Working knowledge of: the principles of supervision, materials management; concepts and methods of inventory evaluation; inventory control and equipment management methods and practices.
Skills in: effective communication skills both orally and in writing; staff management and working collaboratively with staff, supervisors, and management.
Demonstrated ability to: plan, organize and coordinate the work of others; gather, tabulate and analyze data; interpret and apply rules and regulations; maintain accurate and systematic records; train employees in assigned duties; work satisfactorily with management, co-workers, support staff and the public; write clear and concise reports; understand complex written and oral instructions; and effectively utilize assigned computerized systems and software.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. Candidates are typically scored or ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.
NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason,
it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
