DESCRIPTION

Any employee may request a transfer to another department or return to a classification in which the employee previously held permanent status, by completing an online "Transfer Request" application. All employee transfers from one department to another require the consent of the appointing authority, the department heads involved, the employee and the Human Resources Department.

This is a transfer opportunity for City of Long Beach employees with current or prior permanent status in the classification.


*Permanent Employee - A person attains permanent employee status upon satisfactory completion of probation, except for a permanent assignment approved by the Human Resources Department, pursuant to Section 67(1) of these rules. Upon accepting a promotion or an appointment to a different classification, an employee must serve another probationary period in the new classification before obtaining permanent employee status in that classification.

EXAMPLES OF DUTIES

Under general supervision, supervises and coordinates the inspection staff for compliance with applicable laws and ordinances relating to construction regulation, the Permit Center, code enforcement, business licenses, oil codes deputy program, zoning enforcement, Medical Marijuana Inspection Program, Multi-unit Inspection Program, and Property Maintenance Program; assigns, supervises, and reviews the work of subordinates; performs and/or supervises the more difficult or complex combination type inspections; investigates and reports on filed problems and complaints; confers with contractors, builders, engineers, architects, and others concerning construction plans; directs the activities of the public counter including issuance of permits, acceptance of fees and maintenance of records; keeps records and prepares routine and special reports; may act for the Area Supervisor in his/her absence or at his/her direction; investigates reports on code enforcement complaints and business license applications; effectively utilizes personal computers and applications such as word processing, spreadsheets, and databases; operates a city vehicle; and performs related duties as required.

REQUIREMENTS TO FILE

Current city employees must be currently in the classification as a classified employee.

Employees not currently working in the classification, but previously held permanent* status, can revert to a former classification, subject to Human Resources Department approval.

Employees, previously resigned (or with break in service) can be reappointed, subject to Human Resources Department approval.

SELECTION PROCEDURE

All eligible employees requesting to transfer to another department will be placed on the transfer list (or reinstatement).

An employee's name shall remain on the transfer list for a period of six months . At the end of that period, the employee may renew their request by completing a new online "Transfer Request" application.

An employee may remove their name from the transfer list at any time by notifying the Human Resources Department via email.

Employees interested in a transfer may indicate the grade levels they will accept and the departments they prefer.

When a Personnel Requisition is received for a classification for which transfer-eligible lists exist, the names of all employees requesting transfers will be forwarded to the requisitioning department, along with the regular certification. The Department is free to interview and select from among any of the names on the transfer lists.

Civil Service Rules Pertaining to Transfers

REAPPOINTMENT OF RESIGNED EMPLOYEE - Sec. 45. If no priority list exists for a classification which has been requisitioned, a resigned or retired employee who had acquired permanent status in the classification may, after approval by the appointing authority and the consent of the Department of Human Resources, be reappointed to the classification. If reappointed, the employee must serve a new probationary period.

TRANSFERS - CSR Article VI, Sec. 64. A department head may transfer an employee in one bureau or division of a department to a position in the same classification in another bureau or division of the same department. With the consent of the appointing authority, the department heads involved, the employee and the Department of Human Resources, an employee may be transferred from a position in one department to a position in the same classification in another department. However, the Department of Human Resources may reverse or refuse to approve any transfer of a classified employee if, after investigation, it finds that the transfer was not in the City's best interest.

PERMANENT ASSIGNMENTS - CSR Article VI Sec. 67(1)- Permanent assignment to a position in a classification from a position in another classification shall be contingent on the approval of the appointing authority, the heads of the departments involved, and the approval of the Department of Human Resources and shall be accomplished in accordance with this section. An employee may be permanently assigned to:

A former classification in which he/she held permanent status if requested by the employee, or involuntarily to a former or lower classification for disciplinary reasons pursuant to Article VII of these rules. An employee involuntarily demoted to a lower classification shall not serve a probationary period

TRANSFER FROM CLASSIFIED TO UNCLASSIFIED - CSR Article VI, Sec. 68 - Any employee in the classified service, whose position is changed pursuant to Section 1102 of the City Charter, from classified to unclassified status, shall be entitled to transfer to a position in the classified service in which he/she formerly held status.

TRANSFER FROM UNCLASSIFIED TO CLASSIFIED - CSR Article VI, Sect. 69

An unclassified employee may request a transfer from a position in the unclassified service to a position in the classified service in which they formerly held status, subject to the consent of the appointing authority, the department heads involved, and the approval of the Human Resources Department. Time spent by an employee in the unclassified service shall not be included in seniority point calculations for classified promotional examinations. Further, when an employee who formerly held classified status returns to the classified service from the unclassified service, they shall not receive credit for the time served in the unclassified service when calculating an order of layoff from the classified service.

RESIGNED EMPLOYEE SEVERS ALL RIGHTS - CSR Article VII, Sec. 102

Any employee in the classified service who resigns his/her position shall have severed all previously accrued Civil Service seniority and status, and his/her name shall not be restored to any promotional eligible list without re-examination.
