Reports to : Director of Finance
Supervises the following positions : Exercises supervision of technical and administrative staff.

DEFINITION

Under general direction, plans, coordinates, assigns, reviews, and supervises the work of staff performing centralized purchasing, procurement, and contract administration within the Finance Department; plans, and coordinates a comprehensive procurement program to ensure compliance; coordinates assigned services and operations with those of other District divisions and outside entities; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.

CLASS CHARACTERISTICS

This is the full supervisory-level classification that exercises independent judgment on diverse and specialized procurement and contract functions with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

This classification also exercises discretion in selecting appropriate resources to use in accomplishing assigned work; monitors and reviews work in progress and provides technical assistance and guidance; ensures that appropriate policies and procedures are followed by subordinates; recommends procedures consistent with unit, departmental, and District directives, policies, and regulations, which are developed by higher-level management staff.
