What You’ll DoThe Environmental Compliance Inspector / Senior Environmental Compliance Inspector plays a vital role in protecting Ventura’s wastewater systems through the enforcement of federal, state, and local environmental regulations. You’ll perform inspections, evaluate industrial and commercial facilities, and ensure that wastewater discharges meet all pretreatment and water quality standards.
Depending on assignment and classification level, duties may include:
- Conducting inspections of industrial and commercial facilities to ensure compliance with environmental and pretreatment regulations.
- Evaluating wastewater sources, treatment equipment, and pollutant characteristics.
- Collecting and analyzing wastewater samples and interpreting biological and chemical data.
- Reviewing and approving spill control procedures, Baseline Monitoring Reports, and discharge plans.
- Preparing and maintaining accurate records, reports, and permit documentation.
- Assisting in the development and implementation of local environmental standards and pretreatment requirements.
- Coordinating and administering the Fats, Oils, and Grease (FOG) inspection program.
- Responding to inquiries, spills, and environmental concerns related to industrial waste discharge.
- Serving as a technical resource for businesses, contractors, and other City departments regarding wastewater and pretreatment requirements.
- Supporting Ventura Water’s mission to maintain compliance with state and federal water quality regulations.
DISTINGUISHING CHARACTERISTICSEnvironmental Compliance Inspector is the entry into this flexibly allocated series. It is distinguished from the Senior Environmental Compliance Inspector level by performing the more routine inspections, evaluation and testing; issuing field correction notices with supporting documentation for violations; and maintaining equipment and documenting findings, while gaining additional experience and training related to this field. Positions are flexibly staffed and incumbents are expected to advance to the senior level upon gaining the required knowledge, abilities and experience.
Senior Environmental Compliance Inspector is the full journey level of this flexibly allocated series responsible for planning, directing and administering the permit process for industrial users; reviewing and conditioning of new facilities to install structural treatment equipment; maintaining post-construction stormwater treatment devices database; preparing administrative and technical reports, and surveys; identifying violations of regulations, initiating actions to enforce compliance, developing solutions to assist industrial and commercial representatives in satisfying requirements, and resolving related discharge problems; planning and executing Household Hazardous Waste Program events; assisting in the development of local regulations, procedures and standards.
This position is flexibly staffed and may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the City.

About Ventura Water Ventura Water provides drinking water to more than 109,000 people through approximately 32,000 water service connections. This complex water system has more than 391 miles of pipeline, 3 water treatment plants, 23 pump stations and 31 reservoirs. Our community relies on three 100% local water sources - the Ventura River, Lake Casitas, and local groundwater wells, as well as, providing reclaimed water from the Ventura Water Reclamation Facility to two municipal golf courses, the Ventura Marina area, and private customers for landscape irrigation. We maintain a full-service laboratory and monitor our water quality daily.

two years college with major course work in chemistry, biology, environmental science, biochemistry, environmental studies, environmental management or subjects related to the environment,
AND Environmental Compliance Inspector:
one year of progressively responsible experience conducting research, field work, inspections, laboratory tests, advocacy, or public outreach related to the evaluation of wastewater, stormwater, raw water discharge, soil science, environmental remediation, environmental sustainability, recycling or hazardous waste;
OR one year of experience performing wastewater analysis, stormwater analysis, surface water quality analysis, construction SWPPP development, industrial SWPPP development, sediment and erosion control operation, collection system operation, water treatment plant operations, or wastewater treatment plant operations.
Senior Environmental Compliance Inspector:
three years of progressively responsible full time experience inspecting a variety of pretreatment systems, facilities and processes of industrial, commercial, residential and institutional establishments for compliance with Federal, State and local environmental regulations and permit conditions related to pretreatment of wastewater and stormwater, recycling or hazardous waste, depending on assigned area.
License/Certificates:
License: Possession of a valid California Class C driver license is required.
Certifications: When assigned to Ventura Water/Wastewater:
- CWEA Environmental Compliance Inspector Grade I certification is required within 12 months of appointment.
For the Senior level, must also possess:
- CWEA Environmental Compliance Inspector Grade II certification
