DESCRIPTION

Under general supervision (Business Analyst I) or direction (Business Analyst II), conducts analysis in support of the Town’s business and data needs related to operations, performance outcomes, quality improvement, and mandated reporting; designs, configures, and modifies enterprise systems and databases to address business and reporting needs; serves as a liaison between Town staff/system users, information technology staff, and vendors; recommends and implements data and business solutions to support system enhancements or implementation of new systems; performs project management; and performs related duties as assigned.

Supervision Received & Exercised:
Receives general supervision (Business Analyst I) or direction (Business Analyst II) from assigned supervisory and/or management personnel. Exercises no direct supervision over staff.

The Business Analyst will serve as a key liaison between Town staff, system users, IT professionals, and external vendors, translating business objectives into technical solutions. The position also leads or supports enterprise projects, manages vendor relationships, and ensures that systems are designed, configured, and maintained to meet evolving needs. Depending on experience and qualifications, this position may be filled at either the I or II level.

Upcoming Projects & Opportunities Online Permitting System Implementation:
Partner with Community Development and IT to deliver a user-friendly digital permitting platform that improves customer experience and streamlines Town workflows. Content Management System Deployment: Support the implementation of a secure, enterprise-grade platform that enhances document management, improves collaboration across departments and with external partners, and strengthens the Town’s disaster recovery and business continuity capabilities.

AI & Automation Initiatives:
Help lead the design and deployment of intelligent automation tools and AI-powered solutions that drive efficiency, reduce manual work, and improve decision-making across Town departments.

CLASS CHARACTERISTICS

Business Analyst I (Non-Exempt) : This classification is the entry-level in the Business Analyst series. The main focus at this level is both a technical and analytical role, with increasing project management responsibilities. Positions at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the II-level and exercise less independent judgment and initiative in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Business Analyst II (Exempt) : This is the journey-level class in the Business Analyst series responsible for serving as a liaison between system users and information technology staff, vendors, and service providers; and independently managing projects encompassing the entire project life cycle and vendor relationship management. Assignments are given with general guidelines and positions are responsible for establishing objectives, timelines, and methods to deliver work products or services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This classification series is distinguished from the IT Systems Analyst in the latter class is responsible for the technical aspects of system design, construction, modification, and maintenance, whereas the Business Analyst class series is responsible for the technical, conceptual, and operational aspects of system design and maintenance, adapting information systems to business needs, and communicating those needs to information system professionals.

Positions in the Business Analyst class series are flexibly staffed and positions at the II-level may be filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

ABILITY TO:

[CH1] Creates business intelligence rules using automation tools and low-code platforms; contributes to the evaluation and integration of machine learning capabilities where appropriate to support scalable data practices and long-term technology strategy.

[CH2] Works collaboratively with Town staff to implement IT and security solutions that enhance operational efficiency; facilitates interdepartmental coordination and supports change management processes during system implementations, upgrades, or business process transformations.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Business Analyst I/II : Equivalent to a bachelor’s degree from an accredited college or university with major coursework in information systems, computer science, public or business administration, or a field related to assigned area of responsibility.

Business Analyst I : One (1) year of experience analyzing data or business system requirements and developing or modifying systems and/or databases to address business needs.

Business Analyst II : Three (3) years of increasingly responsible professional experience analyzing business needs and developing or modifying systems and/or databases to address business and reporting needs.
