The Probation Department is a law enforcement agency within the County of Monterey, with 5 major divisions: 4 operational divisions (Adult, Juvenile, Juvenile Hall, and Youth Center), and one infrastructure division, Administration, which includes Finance, Personnel, Training, Grants and Contracts, and Technology. The Department has about 300 permanent positions (with the majority being sworn officers), in addition to temporary staff and interns. Probation is a fast-paced environment which requires excellent customer services skills, personal initiative, adaptive thinking, strong ethics and commitment while maintaining a sense of family and camaraderie.
THE POSITION
The Juvenile Institutions Supervisor is responsible for supervising the counseling and program activities in one of the juvenile institutions of Monterey County. Incumbents supervise the conduct, behavior and activities of juveniles in custody, assist administrative staff to establish and maintain a constructive program for juvenile wards, and supervise subordinate staff. Only the best-qualified candidates will be invited to continue in the examination process.
The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
Juvenile Institutions Supervisor candidates hired into permanent positions may be eligible to receive up to a $10,000.00 employment bonus.
Examples of Duties
- Directs, supervises and coordinates the staff and resident activities for a juvenile detention facility on an assigned shift; provides guidance and direction to staff on resolving operational problems and conflicts; writes staff schedules and arranges for substitute coverage when staffing ratios fall below department standards
- Prepares and reviews reports and analyses of institutional activities and the behavior and progress of individual residents. Reports include shift activity reports, incident reports, medical history reports, and supportive documents reflecting current situations, needs, assessments, and recommendations regarding juveniles
- Performs the full range of duties of a Senior Juvenile Institutions Officer on an as needed basis; duties may include providing assistance to residents on maintaining their health and hygiene, performing first aid, and supervising daily living and/or recreational activities
- Organizes and conducts staff meetings; facilitates communication as a liaison between juveniles, staff, professionals and agencies to accomplish the purpose of
the facility - Evaluates staff performance; counsels employees and recommends corrective actions; documents and maintains records on employee performance and discipline;
- Manages and participates in facility responses to critical incidents or emergency situations
THE SUCCESSFUL CANIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:
Working Knowledge of:
- Principles and theories of juvenile social rehabilitation
- Laws and codes governing the custody and care of juveniles
- Principles and practices of individual and group counseling within a custody setting
- First Aid techniques and practices including cardiopulmonary resuscitation
- Coordinate resources and activities of others
- Maintain positive employee relations and regular communication between staff and management
- Maintain objective attitudes, relationships and behavior control with juveniles
- Establish and maintain effective working relationships with those contacted through the course of work
Examples of Experience/Education/Training
Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
Experience
Two years of working-level experience performing a variety of custodial and
rehabilitative and custodial duties in a locked juvenile facility comparable to those of the
Juvenile Institutions Officer II class series in Monterey County.

CONDITIONS OF EMPLOYMENT
The required conditions of employment include, but are not limited to the following:
- Work flexible hours, including shift work, weekends and holidays as required by assignment.
- Wear a uniform, carry a firearm and use officer safety equipment as required by assignment.
- Possess a valid California Class C Driver’s License at time of appointment and have and maintain a satisfactory driving record.
- Possess or obtain within 180 days of employment, Basic First Aid and Cardiopulmonary Resuscitation (CPR) Certificates.
- Possession of a valid California Standards and Training for Corrections (S.T.C.) Juvenile CORE Training and a PC 832 Certificate
- Satisfactorily meet the standards of Monterey County Probation Department Hiring Authority, including: Background Investigation, Pre-employment Drug and Alcohol Test, Physical Agility Test, and Psychological Evaluation.
Probation Officer positions have Peace Officer status, and the following requirements in Government Code 1029, 1029.1, 1031 and Penal Code 830.5 shall apply. Please note:
- Must be legally authorized to work in the United States
- Must be at least 18 years of age.
- High School diploma or GED (average standard score of 45, with no score less than 35).
