POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

These roles will support Transportation & Drainage Operations (TDO) and its branches in maintaining efficient operations, balancing both administrative oversight and hands-on activities to ensure the timely delivery of products and services that meet customer expectations.
• Compile, analyze, and interpret operational, financial, and performance data through collaboration with subject matter experts to develop reports, special documents, etc.
• Develop reports, dashboards, and special documents to inform leadership and track progress toward service line goals.
• Evaluate operational and financial data to support decision-making, budget development, and performance reporting.
• Lead or support special projects and initiatives, providing both strategic guidance and hands-on execution as needed.
• Investigate issues of medium complexity and/or sensitivity, compiling findings and making recommendations for resolution.
• Prepare, edit, and revise departmental policy and procedure manuals, ensuring compliance with City standards and operational needs.
• Respond to correspondence, inquiries, and requests for information as directed by supervisors or division leadership.
• Participate in the development of management and administrative policies, procedures, and long-range master plans.
• Analyze and review management practices, procedures, and workflows; recommend updates to enhance efficiency and service delivery.
• Interpret administrative policies, ensure alignment with City ordinances and departmental guidelines, and communicate updates to staff across the division.
• Represent supervisors at internal and external meetings, providing updates and ensuring accurate communication of departmental priorities.

WORKING CONDITIONS
The position is physically comfortable; the individual has some discretion about walking, standing, etc

This is a Department of Houston Public Works position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

Preference will be given to applicants with experience in the following: **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
