Education and Experience : Bachelor’s Degree or higher in Transportation Management, Engineering, Construction Management, Business or Public Administration, Social/Behavioral Sciences or a related field, and three (3) years of any combination of Transit, Logistics, and Contract/Project Development work experience.

Licenses and Certificates: Texas Class “C” Driver’s License or equivalent from another state.

General Purpose

Under direction, oversee the contract compliance and performance monitoring of directly operated and contracted transit services for the Paratransit Division.

Typical Duties

Plan and oversee the design, implementation and continuing operation of all ADA paratransit service. Involves: Act as liaison between the City’s contracted paratransit services provider, the City and paratransit service clients. Oversee the development and monitoring of contract compliance plans. Monitor contract service providers to ensure that services are provided in accordance with ADA, FTA and other city/state guidelines. Review, analyze, and approve weekly/monthly reports for contract compliance, quality assurance/quality control, operations performance, policy compliance and budget adherence. Reconcile data and reports as necessary. Provide operating statistics to service and planning for Sun Metro reporting purposes, including monthly FTA and year-end NTD reporting. Monitor and analyze operational service issues that affect paratransit services.

Direct the contracted paratransit services providers to make corrective actions as necessary to ensure performance standards are met. Involves: Perform negotiations as required. Monitor and respond as necessary to customer comments and oversee corrective action plans of provider. Administer multiple third-party transportation service providers under a coordinated transportation system and community engagement process. Manage multi-funding programs including Job Express, New Freedom and JARC grants, FTA funded special projects and other City/State directives. Coordinate with various City departments and divisions to develop requests for proposals (RFP's) for procurement of all purchased transportation and related services. Coordinate with applicable City staff and contractors to develop and implement capital improvement programs to support LIFT operations. Develop, review and implement budgets as necessary. Coordinate with public and private providers of computer and software systems. Perform related managerial or supervisory duties as required within the department, including but not limited to, FTA programs, construction contracts and projects, etc. Attend, participate, chair meetings, and make public presentations as required. Provide construction oversight and project development assistance as necessary. Perform other duties as required.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
