Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by Friday, September 5, 2025. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments. DESCRIPTION

THE POSITION

Central Identification Bureau (CIB) Biometric Manager is a single position classification in CIB and reports to the CIB Biometric Director. This is a non-sworn mid-level manager in the Management Services Division of the Sheriff’s Office. The incumbent in this classification will be responsible for supervising and managing the daily operations of the CIB unit through subordinate supervisors and will also assist the CIB Biometric Director with the programmatic and administrative duties.

Under general direction, the CIB Biometric Manager will plan, organize, supervise, and direct the Central Identification Bureau (CIB) programs of the Sheriff’s Office; assist management oversight for functions and responsibilities of the CIB Unit’s daily operations; supervise and manage the staff of the Identification Unit, identification vendor operations, and work with other departments and state agencies related to public safety and law enforcement; and do related work as required.

MINIMUM QUALIFICATIONS

EITHER I

Experience :

The equivalent of three (3) years of full-time experience in the classification of Identification Supervisor in the Alameda County classified service.

OR II

Education :

Possession of a bachelor’s degree from an accredited college or university in criminal justice, business administration, public administration, or a closely related field.

AND

Experience :

The equivalent of four (4) years of full-time experience equivalent to Identification Supervisor performing advanced journey-level identification work that included comparison and identification of latent fingerprint material, one (1) year of which must include supervising fingerprint identification personnel.

Substitution :

Two (2) additional years of work experience may substitute for the educational requirement in Pattern II above.

License :

Possession of a valid Class C California driver’s license is required.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.

2) An oral interview which will be weighted as 100% of the applicant's final examination score. The oral interview may contain situational exercises.

Veterans’ Preference

Each applicant entitled to veterans’ preference as provided in the Alameda County Civil Service Rules who has served in the armed forces of the United States during a war or campaign as defined by Section 1897 of the Government Code of the State of California and who has been discharged or released under honorable conditions and wishes to claim such preference shall do so by presenting proof of his/her honorable discharge (DD214) from the armed forces of the United States, showing the dates of his/her military service. Each applicant entitled to Disabled Veterans’ points as provided in the Alameda County Civil Service Rules, who wishes to claim such preference shall additionally present proof of military-connected disability from the United States Veterans Administration.

To claim veteran’s preference, proof must be presented during check in on the date of the applicant’s scheduled oral interview. Failure to submit proof by this date will forfeit the applicant's claim to veterans' preference in such examination.
