This position will be located at
1659 E. Elm Street, Jefferson City, MO 65101. This position is not eligible for remote work, and you must be located onsite. - Provide assistance to the regulated community related to using the Missouri Emissions Inventory System (MoEIS) use and Emissions Inventory Questionnaire (EIQ) completion when they call the help desk phone line or email the EIQ email address. This also involves the analysis of annual site data and assistance to get the data into MoEIS. This position is serves as the main help desk lead.
- Update the yearly total emissions and fees spreadsheet used for various reports for the agency. Reviewing and analyzing the data sets also.
- Maintain information request database and folder. Respond to Open Records requests and internal information requests as assigned.
- Assist in the EIQ mail out process and with EIQ tracking and data entry as needed.
- Help identify issues with the MoEIS database and website, submit tickets and follow-up with ITSD personnel as needed.
- Complete Permit Frameworks as assigned, coordinating with the permit engineer and/or facility if issues arise. Co-lead the permit framework setup process by managing the tracking work log, initiating contact with facilities, assigning projects, and closing out completed projects.
- Perform quality assurance and analysis of data for point source data as assigned.
- Conduct EIQ desk audits according to procedure and work with permits and facility representatives to make corrections as appropriate.
- Combine and track Full EIQ internet submitted signed/dated Form 1.0’s with MOEIS EIQ PDF’s.
- Act as backup to research, prepare, and submit emissions inventory of point source data as part of the EPA’s National Emissions Inventory process.
- Update MoEIS code tables as needed in response to EIQ updates.
- Manage the data and calculation tools used for emissions fees projections.
- Update the annual Cost of Compliance Report as required by statute.
- Attend training and seminars continuously working on professional development, technical knowledge and skills, and identifying process improvements and efficiencies.

Equivalent to those typically gained by: - A bachelor’s degree and 2-4 years of relevant customer centric data management experience. (Substitutions may be allowed). Preferred degree program includes Atmospheric Science, Biology, Chemistry, Ecology, Engineering, Environmental Science, Information Technology, Math, Natural Resource Management, Physics, or a closely related field.
