The mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City’s financial condition for residents, businesses, and investors.
The Finance Department has five core divisions:
- Accounting
- Administration
- Debt & Treasury Management
- Purchasing & Risk Management
- Revenue Management
The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City’s Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.4 million operating budget and 128 budgeted full-time equivalent (FTE) positions.
About the Division:The Purchasing Division of the Finance Department offers unique career development and advancement opportunities in public sector procurement and contracting. The Division is responsible for the centralized procurement of equipment, supplies, materials, IT, and non-consulting services pursuant to the City of San José
Municipal Code Title 4, Chapter 4.12. The Division is also responsible for providing guidance and oversight for the procurement of consulting services which is managed by the individual City departments.
The Purchasing Division is focused on delivering procurement and contracting services based on public procurement best practices. The team is headed by a Deputy Director, who oversees two purchasing-related workgroups. One workgroup is managed by a Program Manager who oversees a group of buyers and a staff specialist who primarily handle tactical procurements such as low bids, purchase orders, and p-card purchases. Another workgroup is managed by a Program Manager who oversees a group of Senior Analysts, Analysts I/II, and the IT Buyer for IT & Strategic Procurement. This team is responsible for handling the City’s complex procurements (i.e. primarily Requests for Proposal) and contract activity.
The work environment is dynamic and engaging, with procurement staff interfacing with nearly all City departments in delivering products and services. The Division offers opportunities for growth and advancement.
Position DutiesThe Analyst I/II position provides comprehensive administrative, analytical, and procurement support, including contract preparation, solicitation management, vendor coordination, and special project assistance. The essential duties of this position may include but are not limited to:
- Preparing and executing contract documents, including, but not limited to, options to extend, amendments, service orders, and change orders, including proper formatting and proofreading to ensure accuracy and professional appearance.
- Providing general administrative and analytic support to Purchasing management staff during the procurement process, such as drafting scripts for oral demonstrations, creating evaluating scoresheets, tabulating evaluation workbooks, scheduling and coordinating vendor meetings, researching and verifying data, and drafting agreements.
- Conducting and facilitating Request for Quotes (RFQ) and Request for Bids (RFB) as requested, including creating solicitations on the e-Procurement system, issuing Purchase Orders (POs), drafting Council Memos and Council Action Requests, and other related activities.
- Assisting with special projects as assigned.
- Assist with special projects and other duties as assigned.
Minimum Qualifications Education and Experience Analyst IA Bachelor's Degree from an accredited college or university.
Analyst IIA Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

Reliability - Completes quality work assignments in a timely and efficient manner; fulfills responsibilities and maintains confidentiality as appropriate.
