ABOUT THE DEPARTMENT

The Marin County Free Library (MCFL) is a special taxing district that operates ten branch libraries in Marin under the authority of the Board of Supervisors. It provides public library services to the residents of the unincorporated areas of the County and the cities of Corte Madera, Fairfax, and Novato. ABOUT THE POSITION

Current Vacanc y: There is currently one (1) full-time, regular hire Librarian II position located in the Marin City branch .

Librarian IIs function as specialists in major program assignments such as children's or adult services. Incumbents exercise initiative and considerable independent judgment performing assigned duties including the supervision of staff.

With guidance from the Branch Manager, th e positions design and implement innovative and effective public programs, provide reference and reader’s advisory, offer targeted outreach activities, and provide proactive customer service . Librarian II possesses strong cultural sensitivity and proficiency skills and works independently and in teams, bringing services to diverse communities and promoting educational and social equity in service delivery and results. Bilingual skills are highly desirable.

Librarian II, Marin City Library & Dr. Martin Luther King Jr. Academy School Library

• Supports operations at the branch three days each week, and at the school two days per week .
  

• Develops and implements p rogram creation and execution at the branch .
  

• Conducts general, difficult, and extensive reference searches and reader’s advisory services ; assists and advises patrons regarding the use of library materials and equipment, including automated catalogs and Internet software.
  

• Serves as supervisor on site when the branch manager is not present.
  

• Supervises a small group of professional Librarians and Specialists at the school and at the branch . Plans, organizes, supervises, reviews and evaluates the work of professional and support staff; effectively recommends se lection o f staff, disciplinary actions, and other personnel matters; trains staff in work procedures.
  

• A t the school : p lans, organizes, supervises, reviews and evaluates the Community Library Specialist : s upport ing them in the cre atio n and implementation of educational programs and literacy and collaborating with school staff and administrators.
  

• Participates in school library collection development; researches , evaluates, reviews and recommends the books, reference materials, and other library materials.
  

• At the branch: supervises the Children’s and Adult Services Librarians, conducting their performance evaluations and helping them set goals for their work.
  

• Develops and conducts outreach or on-site programs for various age groups; prepares displays and exhibits to enhance user experience and promote engagement with the library’s collections.
  

• Provides library services for youth (Transitional Kindergarten through 8 th grade) two days per week from a pre - set curriculum . Plans and conducts the after-school program two days per week . O ffers i nformation Literacy and library use instruction for teachers as needed and attends weekly faculty meetings at the school .
  

• In partnership with the school library staff , participates in collection development:
  

• R esearches, evaluates , reviews and recommends the addition of books , reference materials , audio and video, electronic media, online databases, eBooks collections, or and other library materials as needed .
  
  

• Represents the library in meetings, functions, and activities with the community or special interest groups.
  
  

Schedule and Hours

The Librarian II positions at each branch will have varying schedules. Most Librarians that enter MCFL through this recruitment will work a weekend day and may work at least one evening per week.

Bilingual Testing/Certification: To be eligible for the bilingual differential, the successful candidate must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.
LiveScan: Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

• Possesses strong cultural competency skills ( is self reflective of their own culture and history and is respectful and knowledgeable of other cultures, their history , and the impacts of that history on communities. )
  

• Possesses public library and/or school library experience .
  

• Recognizes the importance of outreach, communication, developmentally appropriate practices , and continuous learning .
  

• Has experience with supervising staff working in varied environments.
  

• Is a collaborative team member who is able to work well with both with those they supervise , and with colleagues and community partners on various projects.
  

School Library experience and /or Bilingual skills are highly desirable for this position .

QUALIFICATIONS

Knowledge of:

• Principles, practices and techniques of library science and information services.
• Reference sources and search techniques, including the use of on-line catalogs, databases, Internet, print and other sources.
• Techniques of organizing library materials to meet patron needs.
• Principles of collection development and materials selection.
• Principles and practices of employee supervision, including work planning, review, and evaluation.
• Automated library information systems software and hardware.
• Customer relations techniques.
• Depending on assignment, techniques and practices of adult or children's services, including providing extensive readers' advisory services or juvenile literature and storytelling.

Ability to:

• Advise and instruct patrons on reference sources and the online catalog.
• Perform detailed and difficult reference searches using on-line methods.
• Plan, organize, supervise, review and evaluate the work of staff; effectively recommend selection of staff, disciplinary actions and other personnel matters; train staff in work procedures.
• Provide reader's advisory services and referrals to patrons of various age groups.
• Identify the needs of the public and assist with collection development by evaluating and recommending materials for acquisition.
• Represent the library system in the community and at professional meetings.
• Explain policies and procedures to patrons and staff.
• Use initiative and independent judgment within established procedural guidelines.
• Organize own work and set priorities.
• Maintain accurate records and files.
• Prepare clear and concise reports, educational materials and other written materials.
• Direct the preparation of effective displays.
• Use current automated library technology effectively.
• Manage multiple projects and adapt to changing needs.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• If assigned as a cataloger, apply cataloging skills to enhance public access to information in a text and/or web-based catalog.
