DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Public Library is seeking a visionary Senior Division Manager to oversee Systemwide Programming for the system. Systemwide Programming consists of Youth & Family Services, Adult and Multicultural Programming, and the Community Engagement Team. Houston Public Library is the largest public library system in the State of Texas and 7th largest in the nation and serves a population of 2.5 million citizens through a network of 37 Neighborhood Libraries located in communities across the Houston area, a Central Library, and three History Research Centers
The successful candidate will possess a proven track record of progressive leadership and responsibilities and a commitment to customer service and HPL’s mission and vision. The individual we are seeking will have proven successes aligning people, processes and resources and delivering results working within a high-performance environment. The individual will also be a team player, politically savvy and able to effectively interface with executive management, partners, community stakeholders, and all levels of staff.
Primary responsibilities include:
- Providing strategic oversight of HPL’s programming and community engagement activities for all ages.
- Planning and developing system-wide signature programs including Books Alive, author programs, Cultural Connections, English Language Learning, Citizenship, Camp STREAM & Summer Reading Program.
- Cultivating partnerships and relationships with agencies and community organizations to enhance programs.
- Managing grants in coordination with grants manager, including outcome- based planning and evaluation of existing and future programs and services.
- Providing professional development and mentoring opportunities for programming staff throughout the system.
- Works collaboratively with other divisions to develop and execute programs and services.
- Developing policies, procedures, and standards for systemwide programming and outreach.
- Performing a variety of administrative duties in the overall management including budget management and oversight, team reviews and establishing unit goals and objectives
- Leading special projects or performing other duties as assigned.
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field related to activities of the division.
EXPERIENCE REQUIREMENTS Eight (8) years of progressive professional experience related to the activities of the division are required, with at least three (3) of the years in a supervisory or managerial capacity.
Substitution: A Master's degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two (2) years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS Requires a valid driver license and compliance with the City of Houston's policy on driving (AP 2-2).
PREFERENCESPreference shall be given to those who posses
- Masters of Library/Information Science or experience in public libraries
- Proven experience with large-scale urban library program management
- Project Management experience
- Strong communication and interpersonal skills
- Proven experience working collaboratively
- Demonstrated ability to manage change effectively
- Proven experience achieving results
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. ** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED None

$111,605.52 - $141,753.30 Annually
