Summary Minimum Starting Salary: $90,000.00 per year The City of Waco Seeks An individual who possesses strong expertise in the integration of radio communications equipment and systems. The candidate will be responsible for supervising the operations, services, and personnel associated with the Public Safety Radio System.
Minimum Qualifications Required: - Associate's Degree in Information Technology, Engineering, Electronics, Business Administration, Public Administration or related field.
- Four (4) years experience in communications systems; project management, business management, public administration
- or an equivalent combination of education and experience.
- Valid Texas Driver's License.
Preferred: - FCC General/Operator license.
Position Overview Under general supervision, supervises the operations, services, and staff of the multi agency Public Safety Radio System (PSRS) in the Office of Emergency Management (OEM); maintains installs and repairs communications systems, equipment, components, and peripheral devices; installs and maintains operating system software and
servers.
Essential Functions - Supervises and directs the daily activities of PSRS communications staff; screens and assigns workload; plans, prioritizes and assigns tasks and projects; provides technical leadership and guidance, trains staff, monitors work and evaluates performance; meets with staff to discuss and resolve technical issues; reviews work to assure the work quality and timely accomplishment of assigned duties and responsibilities.
- Provides support and maintenance and repair of all City, County, and outside agency radios, and dispatch center radio consoles on a 24/7 basis.
- Maintain the master radio database of every radio, console, and device assigned to use the City's radio system.
- Performs installations of Software Security Updates, Software patches, hot fixes, and Radio Service Software for all various operating systems on desktop computers, laptops system servers, and virtual servers that support the Motorola P25 digital radio system and dispatch center.
- Performs backups of the Radio Network Security and Data protection servers, and Radio management terminals and database. Monitors the alarm systems and responds to site alarms and assist with reporting of tower lights outages to the Federal Aviation Administration (FAA) when required.
- Supervises the maintenance and repair of radio communications system and equipment; monitors and resolves system issues and performs troubleshooting to diagnose complex system problems; assists technicians as required; assures that the radio communications operations and equipment meet state and federal compliance regulations.
- Coordinates and supervises work activities; assists Technicians with workload planning, fault analyses and technical issues; coordinates work orders, schedules and equipment requests with City departments. Collects financial and administrative information and compiles data for reports; oversees in-house training and safety programs; manages supplies and equipment inventory and orders materials and equipment; develops equipment specifications as needed.
- Researches regulations, procedures and technical reference materials; assures equipment meets Federal Communications Commission (FCC) rules, regulations and standards; assures compliance with all City and state safety policies and procedures; maintains City FCC communications licenses.
- Coordinates with outside agencies; maintains equipment and network database and documents system updates; interprets and explains City/County policies and procedures.
- Monitors PSRS communications system for errors, interference and traffic loading patterns.
- Establishes procedures and guidelines for PSRS communications system operations.
- May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.
