ABOUT THE POSITION

The Clark County Department of Business License is seeking qualified candidates for the position of Supervising Special Agent. In this role, the Supervising Special Agent will plan, direct, and review the work of business license agents and special agents involved in the licensing and regulation of general, privileged, and regulated licensees. The position is responsible for supervising staff performance, supporting both field and office inspections and investigations, and ensuring that all businesses operate in compliance with Clark County Code and regulations. Additionally, the Supervising Special Agent will provide administrative support to the division head as required.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS

Operations position(s)

Education and Experience: Equivalent to a Bachelor's Degree in Business or Public Administration, Law Enforcement, Accounting or a field related to the work AND five (5) years of full-time experience in business license inspection and investigation or in a similar investigative capacity, including one (1) year of lead or supervisory experience.

Finance position(s):

Education and Experience: Equivalent to a Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration, or a field related to the work AND five (5) years of full-time professional level experience in combination of auditing, accounting, and business license inspection/investigation or in a similar finance investigative related capacity, including one (1) year of lead or supervisory experience.

Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment. Additionally, for position in Finance area: Certification as a Certified Public Accountant and/or Certified Internal Auditor is desirable.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Medical Examination: Employment is contingent upon the results of a physical examination performed by our examining physician.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

EXAMPLES OF DUTIES

• Plans, organizes, assigns, supervises, reviews and evaluates the work of business license and special agents and related support staff.
• Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
• Organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work.
• Supervises or assists in the conduct of a variety of on-site inspections for proposed and existing privileged and regulated businesses, including gaming and similar facilities, to verify that such businesses are in compliance with County codes and regulations; when irregularities are found, determines the most appropriate means of bringing the business into compliance; locates unlicensed businesses or businesses which have a change of ownership, location or business name and initiates appropriate changes in documentation; issues notices of non-compliance, misdemeanor certifications or cease and desist orders as required.
• Reviews and investigates complex applications to be submitted to the Gaming and Licensing Board; reviews written documentation concerning business history, ownership and financing; prepares recommendations and outlines concerns to the Board as required.
• Confers with legal staff regarding licensing violations; testifies before an administrative hearing officer or in a court of law as required.
• Assures that all items are included and correct on the County liquor and gaming board agenda.
• Coordinates specific investigations; cooperates with other law enforcement agencies; supervises the preparation or prepares reports justifying citations and ensuring that the district attorney receives full assistance in prosecutions.
• Oversees and coordinates with other regulatory agencies all investigations for the division, including high profile investigations involving adult, liquor, gaming and other privileged and regulated licenses.
• Provides administrative support to the division manager; coordinates the preparation of the department's budget and carries out various management projects as assigned.
• Supervises the receipt and collection of appropriate fees and penalties, including audit fees; collection of returned checks, delinquent room taxes and other problem payments.
• Confers with department and legal staff regarding license code interpretation and procedure application; provides factual information to existing or potential businesses regarding such codes and procedures.
• Supervises the preparation of and/or prepares a variety of notices, reports of investigations, correspondence and other written materials.
• Maintains accurate records and files and prepares periodic or special reports related to the work performed.
• Monitors changes in the laws or ordinances that may affect division activities; assesses their impact upon division activities and recommends policy and procedural changes as required.
• Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
• Supervises inspections of and enforces regulations related to roadside or event vendors, garage sales and other short-term activities.
• Uses standard office equipment, including a computer, in the course of the work.
• Drives a County motor vehicle to inspect business work sites, deliver documents and attend meetings.
• Acts for the division manager on a relief basis or as assigned.

Duties related to Business License Finance position only:

• Plans, organizes, assigns, supervises, reviews and evaluates the work of staff in Revenue and Compliance section.
• Review daily and month-end reconciliations of cash receipts and journal entries; perform bank reconciliations; analyze financial data; compute applicable taxes, fees and penalties; set up payment plans; review refund requests; ensure compliance with internal controls and payment card information data security standard (PCI DSS) over cash receipts; assist with internal and external audit related matters and requirements.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit inspection sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
