DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Office of the City Controller is seeking to hire Senior Treasury Analyst who will serve as the Treasury Officer assisting in debt and banking functions of the City of Houston. The Treasury Officer will support the City’s debt management program and depository services, assisting in the review of bond documents and overseeing large and short debt services payments. Additionally, this role will serve as a secondary support for vendor management, payroll process, and off-cycle financial transactions. The position will also handle accounts payable functions using the City’s SAP system, ensuring compliance with financial regulations, coordinating transactions, and optimizing municipal fiscal operations.
RESPONSIBILITIES: - Transmit Vendor files (ACH/EFT and manual check entry in Access).
- Complete IRS Tax Positive Liability for Arbitrage Rebate.
- Analyze bond documents as required.
- Manages daily cash balances and funding for the City’s operating needs.
- Reviews and monitors daily bank activities and balances to determine cash position in the investment portfolio. Forecasts estimated check clearings, deposits, floats, ACH activities and other variables in order to set guidelines for daily cash position.
- Reviewed and posted payments from various vendors and city department(s).
- Analyze SAP Trial Balance periodically for several debt schedules.
- Assist the Annual Comprehensive Financial Report with Investment and Debt.
- Pull vendor or payroll items from the transmitted files for various City departments.
- Assist in the coordination of paying both large and short debt service payments and various invoices for City of Houston.
- Assist with derivatives payments from Bloomberg and analysis structure.
- Assist in developing, preparing and evaluating financial and management reports. Identifies and implements solutions and systems necessary to optimize results.
- Computer and analysis accounting entries in respect to the City’s ERP system.
- Worked with external auditors to provide reconciliation and support documentation needed for Treasury.
- Research, analyze, and monitor various financial and management reports.
- Complete IRS Tax Positive Liability for Arbitrage Rebate.
- Assist in preparing debt service schedules, including working trial balance, debt service balance sheet, income statement, premium/discount amortization, accrued interest and related data for Annual Comprehensive Financial Report (ACFR).
- Performs other duties and special projects as requested.
WORKING CONDITIONS This position is physically comfortable with discretion of walking, standing, etc. Essentially normal office environment with acceptable lighting, temperature, and air conditions.
MINIMUM REQUIREMENTS EDUCATION Requires a Bachelor's degree in Business Administration, Accounting, Finance or a closely related field.
EXPERIENCE Five years of progressive professional experience closely related to the activities of the division are required.
A Master's degree in Business Administration, Accounting, Finance or a field closely related to the activities of the division may be substituted for two years of experience.
PREFERENCESPreference shall be given to candidates with the following experience, skills, and/or knowledge:
- Financial Accounting Experience with emphasis on data analysis, financial reporting, and banking (depository services).
- Significant accounting, account payable, account receivable, analysis, or finance.
- SAP Finance experience
- Advanced Excel experience
