A Sr. Administrative Services Manager position is available in the City of Fort Worth's Neighborhood Services Department.This position is in the Administration Division and oversees the financial, budget, human resources, purchasing, accounts payable, grants management, fleet, IT and other administrative functions. It also manages the financial and budgetary aspects of the Fort Worth Housing Finance Corporation, and various federal, state and other grant programs. This position reports to an Assistant Director and is an integral member of the department's Senior Management Leadership Team. They lead a section of 10 staff members, including four direct reports.
The preferred candidate will be a dynamic team leader who is adept at analyzing and resolving complex issues, steering process and performance improvements and building trust and collaborative relationships. The ideal candidate will have an in-depth knowledge of the principles and practices of government finance, management, purchasing and budgeting. They should also be exceptionally versed in policies and principles related to human resources.

Minimum Qualifications: - Master's Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field.
- Four years of increasingly responsible and complex administrative, fiscal, personnel and management experience.
- Two years in a supervisory capacity.
Preferred Qualifications: - Substantial knowledge and financial experience in the administration of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Housing Opportunities for Persons with AIDS (HOPWA), Emergency Solutions Grants Program (ESG) and other federal or state grant programs, including related statutes, regulations, policies and processes.
- Certifications or training specific to government finance, budgeting or accounting.
- Experience developing, monitoring and reporting on general fund and grant budgets, including forecasting and trend analysis, financial audits and needs assessments.
- Experience working in a comparable local government environment.
- Supervisory experience and demonstrated success managing teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
- Advanced experience using:
- MS Office including Excel, Word, Powerpoint
- PeopleSoft Human Capital Management and Financial Supply Chain Management
- Questica (or similar budgeting software)
- Quickbooks
- Integrated Disbursement and Information System (IDIS)
- Extensive knowledge and experience in the administration of financial reporting for multifamily affordable housing development partnerships.
- Understanding of human resources functions including payroll, performance management, recruitment and hiring, training, Family Medical Leave Act, etc.
- Excellent written and verbal communication skills.
The Sr. Administrative Services Manager job responsibilities include: - Provide highly complex administrative and business management support, analyze and resolve complex issues, prepare reports and presentations, and develop and implement various policies and procedures.
- Lead and guide the department's administrative functions, including budget management, procurement and accounts payable, human resources, payroll, equipment/fleet coordination, IT coordination and resources, general ledger and capital project accounting, grants management, capital asset management, revenue accounting, audit, risk management, safety functions, etc.
- Over the financial and budget administration of the City's Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME), Housing Opportunities for Persons with AIDS (HOPWA), Emergency Solutions Grants Program (ESG) and other grant programs, including compliance with federal and state reporting requirements, annual budget preparation, reconciliations of HUD grants with City's Financials, preparation of grant reimbursement requests, monitoring expenses, briefing senior management regarding timeliness, red flags and other concerns, as well as regular consultation and communication with HUD program staff and upper leadership.
- Day-to-day financial and budgetary aspects of the City's blended component unit of the Fort Worth Housing Financial Corporation (FWHFC), including financial components of affordable housing development partnerships, development of annual FWHFC budget, coordination of annual audit, monthly financial statements and reporting requirements.
- Oversee personnel-related functions for the 116 positions of the department. These include but are not limited to overseeing human resources, medical records, payroll, and hiring needs for the Department, as well as providing guidance related to the personnel rules and regulations and other personnel-related polices and processes.
- Prepare financial statements and forecasts, proactively identify and address budget challenges and opportunities, train staff related to financial and budgetary matters, and conduct detailed budget reviews.
