The City of Elk Grove is seeking a highly motivated, problem-solving, and well-organized professional to serve as our next Traffic Engineering Manager (Public Works Division Manager - Engineering). This is a key leadership position within the Department of Public Works, responsible for managing the Traffic Engineering Division and a range of associated programs and services.

The ideal candidate is an experienced and forward-thinking traffic engineer who is passionate about mentorship and staff development. They will foster a team environment focused on growing technical expertise in critical areas such as traffic modeling, VMT analysis, and emerging transportation strategies. The Manager performs advanced and complex technical engineering work, provides technical direction and solutions, and ensures compliance with applicable laws, regulations, policies, and procedures. The successful candidate will also be skilled at program development and leading teams with a focus on efficiency, innovation, and long-term impact.

The Traffic Engineering Manager reports directly to the Deputy Director of Public Works - Engineering and currently supervises four full-time staff, one part-time intern, and multiple consultant contracts. Staying abreast of new trends, innovative technologies, and relevant emerging products in addition to proven solutions, is a key role of the Traffic Engineering Manager.

Representative Duties

DEFINITION
Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Engineering division, including the planning, permitting, review, design, and/or construction of capital improvement projects, public works infrastructure, traffic and transportation systems, or private land development projects; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the management in areas of expertise; and performs related duties as assigned. Duties may vary depending on the assigned department and division as described in the job functions section.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.

CLASS CHARACTERISTICS
This is a management classification responsible for managing an engineering division in the Public Works or Community Development Department. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other City divisions and departments and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major City initiatives.

When assigned to Public Works:
Engineering Services Division: Responsible for managing the engineering services in Public Works associated with land development issues, construction management, water resources engineering, and right-of-way engineering. A valid California civil engineering license and extensive background in land development issues, construction of public works projects, water resources, right of way management and other public works operations activities is required for this assignment; Directs, reviews, evaluates, and approves plans and specifications, designs, cost estimates, environmental documents, reports, and studies for various engineering projects; provides design recommendations, design review comments, and design changes from the preliminary to the final design phase of a project. Capital Improvement Program Division: Responsible for managing the engineering functions in Public Works associated with the delivery of capital improvement projects. This includes, but is not limited to the planning, funding, programming, design and construction activities necessary to deliver the City’s Capital Improvement Program; Leads the development and monitoring of the City’s 5-year Capital Improvement Program. Directs, reviews, evaluates, and approves plans and specifications, designs, cost estimates, environmental documents, reports, and studies for various engineering projects; provides design recommendations, design review comments, and design changes from the preliminary to the final design phase of a project.Traffic Engineering Division: Responsible for managing the engineering functions in Public Works associated with traffic engineering. This includes, but is not limited to, transportation planning, design, and operations; directing and supervising a broad range of activities involving installation of traffic controls, analysis of collisions and traffic related issues, speed control measures, management of a traffic management center, evaluation of potential impacts of proposed developments, lane configurations and other transportation related modifications; coordinating traffic engineering related activities with other City departments, consultants and outside agencies; oversees the City’s Advanced Traffic Management System (ATMS), traffic engineering programs and projects; ensures that functions meet all regulations, policies, and ordinances related to traffic and transportation; Monitors the effectiveness of traffic engineering solutions and makes recommendations for modifications as needed. Directs, reviews, evaluates, and approves plans and specifications, designs, cost estimates, environmental documents, reports, and studies for various traffic engineering projects; provides design recommendations, design review comments, and design changes from the preliminary to the final design phase of a project and prepares plans, specifications and estimates for traffic related projects.
When assigned to Community Development:
Recommends changes in codes to resolve design and interpretation problems and to accommodate and control new materials and new design concepts; provides technical review and recommendations on code modifications. Provides design recommendations, design review comments, and design changes for private development projects from the preliminary to the final design phase of a project. Serves in the capacity of City Engineer for private development projects. Oversees modifications to and maintenance of the City’s Standard Construction Specifications, Improvement Standards, and Standard Drawings.

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
