THE POSITION

With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.

The Governmental Affairs Manager will oversee the following program areas: Government Affairs; Sustainability; Safety, Security and Emergency Preparedness; and Media and Communications for the Department of Utilities (DOU) citywide. This position will be responsible for planning, organizing, and directing activities of the DOU which includes working with governmental agencies and legislative bodies to protect the Departments’ interests in Water, Wastewater, and Storm Drainage laws and legislation. This includes but is not limited to creating policies and programs to ensure compliance with legislation, planning and implementing strategies to promote DOU's point of view with legislators and regulators, and coordinating and planning initiatives or programs with public officials to help establish policy and/or laws. Additionally, the Government Affairs Manager will be responsible for representing the city and department at the highest levels of engagement with elected officials and staff of federal, state, and local governments.

NATURE OF WORK
The purpose of this position is to serve as the principal administrator of a department’s governmental affairs activities.

DISTINGUISHING CHARACTERSTICS
The Governmental Affairs Manager is a management-level classification filled with multiple incumbents. Incumbents are responsible for the oversight of departmental government affairs activities and manage two or more operational sections within a department. The Governmental Affairs Manager is distinguished from the Senior Governmental Affairs Manager in that the latter exercises executive direction over governmental affairs activities with citywide impact.

SUPERVISION RECEIVED AND EXERCISED
Direct supervision is provided by higher-level personnel. Directly and indirectly supervises lower-level professional, technical, clerical, and/or sworn personnel.

EXPERIENCE AND EDUCATION
Experience:
Five years of managerial compliance or internal auditing experience of which three (3) years included legislative experience.

And

Education:
Bachelor's degree from an accredited college or university.

Substitution of Education:
Additional qualifying experience may substitute education on a year-for-year basis.

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

SPECIAL QUALIFICATIONS:

Possession of a valid California Class C Driver’s License at the time of appointment
Probationary Period:
Not applicable. This is an exempt from civil service, at-will classification and does not serve a probationary period.

If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
