The Planning Officer position serves as a member of the Missouri - 1 Disaster Medical Assistance Team (MO-1 DMAT). This position coordinates planning requirements for MO - 1 DMAT response teams and the development and distribution of action plans at various operational phases in collaboration with the Planning Section Chief (PSC). During deployments, the Planning Officer may fulfill the NIMS role of PSC in the absence of the PSC. This position directly supervises the Training Officer and all planning section personnel assigned to the Planning Section. This position reports to the Planning Section Chief.

Job Description:

• Collects, assimilates, analyzes, and processes information required for effective decision-making and updating and/or changing of action plans. The Planning Officer maintains the standard operating guidelines and protocols of the corporation, at their assigned branch, in coordination with the PSC.
• Develops and analyzes resource requirements for missions based on input requirements from section staff. The Planning Officer coordinates requirements with Logistics, Administration and Operations personnel to execute plans to facilitate efficient operations within the section.
• Advises and assists the PSC in evaluating operational plans, setting goals, and objectives.
• Ensures that organizational and operational charts are available and distributed as needed within their assigned branch.
• Ensures that section mobilization and transportation plans are prepared, current, and communicated to the PSC.
• During deployment operations, maintains daily records for use of Command and General staff, including the Incident Action Plan, chronological logs, equipment damage and loss reports, and unit activity logs.
• Provides situation reports to the PSC.
• Receives briefings from the PSC and ensures that response teams are kept informed of mission objectives and status changes.
• Develops and coordinates the after-action reporting process with the PSC.
• Reports budgetary requirements of the Planning Section to the PSC.
• Utilizes proprietary computer programs, provided by the corporation (e.g. WebEOC™ and Salamander™), for special event and mission assignment planning and documentation.
• Performs other duties as assigned.

Qualifications:

• One year of operational experience in emergency incident management on a regular and continuous basis equivalent to the GS-10 level in the Federal service.
• Completion of NIMS courses: ICS-100, ICS-200, ICS-300, ICS-400, ICS-700 and ICS-800.
• Completion of FEMA/Emergency Management Institute course IS-15 “Special Event Contingency Planning.

Knowledge, Skill & Abilities:

• Knowledge of the NIMS Incident Command System.
• Knowledge of other disaster response organizations and their missions, i.e., FEMA, Red Cross, Non-Governmental Organizations, etc. for the purpose of exchanging disaster-related information.
• Knowledge of the MO - 1 DMAT functions, operations, strategy, and safety considerations.
• Knowledge of the Federal Response Plan and the Missouri Emergency Operations Plan.
• Formal training in managing large-scale disasters or events from the National Fire Academy, Emergency Management Institute, or equivalent.
• Knowledge of the incident action plan (IAP) planning processes including and especially the use of the “Planning P” as defined in current NIMS procedures.
• Competent in the development and use of integrated action planning concepts and processes.
• Extensive knowledge of emergency response activities and planning processes.
• Practical knowledge of the terminology and capabilities of the major items in the system.
• Ability to effectively organize and plan during crisis situations.
• Possess good inter-organization coordination skills, work well with technical experts, local officials, and other organizations. Skill in critical thinking processes.
• Operational experience in emergency incident management on a regular and continuous basis.
• Skill to write action plans, analyze complex information, and present oral briefings.

Physical Requirements:

• Occasional heavy lifting/moving patients and objects up to 50 lbs.
• Long periods of work without rest: up to 12 hours.
• Working in a variety of climatic conditions and extreme weather.
• Ability to move safely over uneven terrain or in confined spaces.
• Ability to respond quickly to sounds.
• Ability to see and respond to dangerous situations.
• Ability to wear personal protective gear correctly for upwards of 12 hours.
• Ability to work in an austere environment.

Salary:

$27-$38 per Hour
