Full-time position available with the Neighborhoods & Community Services Department, BizCare Division, located at 414 E 12th St.
Salary Starting at: $6,489/month
Normal Work Days/Hours: Monday-Friday 8:00a.m.-5:00p.m.

Responsibilities
Neighborhoods and Community Services Department is seeking an Administrative professional to manage the BizCare division. Work involves understanding the services and processes of City, County, State and Federal agencies involved in business regulation. This will also include providing guidance and assistance for businesses in understanding and navigating the City's regulatory licensing, permitting and approval processes. Business advocates will utilize computer-based applications for monitoring technical assistance (interactions), conducting surveys, analyzing trends, and communicating services provided by KC BizCare. This role will be assisting in conducting varied assignments requiring skills in analysis, quantitative and qualitative research and developing and maintaining systems, policies and procedures. Duties and Responsibilities: - Directs the development and implementation of goals, objectives, policies, procedures and work standards for assigned division.
- Develops and monitors the division's budget. Oversees financial well-being of the division by managing revenue, analyzing cost effectiveness and directing cost control activities.
- Prepares, submits and justifies budget enhancement requests to the Director or their designee.
- Prepares and recommends amendments to and revisions of related codes and ordinances.
- Promotes and maintains effective working relationships with interested industry groups, neighborhood groups, property owners, and other stakeholders.
- Submits detailed written reports, makes recommendations, and implements plan of action to completely utilize the legal system and/or alternative resources to implement division and department goals.
- Supports the Office of Citizen Engagement on a wide range of initiatives to educate and connect residents with City services, programs, and opportunities to engage.
- Integrates multiple sources of information and data into clear and concise reports and presentations.
- Offers guidance in the development and implementation of performance metrics for engagement opportunities across all departments.
- Manages efforts to inform residents about the City charter, ordinances, and resolutions through a combination of responsive and outreach activities.
- Stays up to date and informed on all City engagement efforts to educate and connect residents with City services, programs, and opportunities to engage
- Gathers and reports data on neighborhoods, gaps in services, and resources for residents.
- Builds and maintains relationships with all departments, neighborhoods, non-profit organizations, and representatives of community businesses.
- Performs related duties as required, including emergency responses as deemed applicable by the Director of Neighborhoods.
- Meets with members of the general public interested in starting, operating and expanding a business in Kansas City including specific courses of action for Procurement, Certification, etc.
- Provides guidance and assistance for businesses in understanding and navigating the City's regulatory licensing, permitting and approval processes.
- Monitors technical assistance (interactions), conducts surveys, analyzes trends, and communicates services provided by BizCare and makes reports of practical solutions.
- Prepares and maintains various virtual business resource guides to ensure that content is current and organized for efficient/effective use by the public.
- Identifies, proposes and implements initiatives to remove barriers to entry and systemic issues that impede a business's ability to start and grow.
- Processes and issues zoning clearance requests for small businesses seeking a KCMO business license; maintains regular contact with City Planning & Development Department
- Cross-trains and networks with other City, State and Federal departments to understand their charges and processes that impact small businesses.
- Assists in advising City departments and officials through statistical reports about small business activities, along with performance metrics of office initiatives.
- Assists with marketing of services and initiatives through event participation locally & nationally.
- Networks with various business associations and entrepreneurial support organizations to remain up to date on services provided and barriers to business development support.
- Prepares and/or presents informational material of KC BizCare service and initiatives to the public and city officials.
Qualifications
REQUIRES Accredited Bachelor's degree and five (5) years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs. OR Accredited Master's degree and three (3) years of related professional experience in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs. OR High School diploma or equivalent and nine (9) years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.
The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
