employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service). Holidays The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.
Primary Duties and ResponsibilitiesGENERAL PURPOSE: Under general supervision serves as second in command in the Public Works department and provides operational leadership in the management of major functional areas of the Public Works department. Manages highly complex and multi-disciplinary activities, personnel, budget, and resources in areas such as Asset Management, Street Maintenance, Fleet Services, Environmental Compliance, Facilities Management, and Solid Waste Management. Exercises considerable independence in working with executives and managers of other City departments and agencies on problems relating to Public Works activities. Work involves representing all major program areas of the department, liaison activities, and coordination of special projects across the city, various divisions, regional and private sector activities.
PRIMARY DUTIES AND RESPONSIBILITIES: The following duties

- Assists the Public Works Director in directing the activities and staff of the Public Works Department - plans, directs, supervises, and coordinates department operation; oversee and participate in the development of department strategic planning; assigns work activities, projects, and programs; monitors workflow.
- Directs departmental divisions by providing innovative, visionary, and strategic oversight of assigned areas. Reviews, develops, implements, monitors, and improves upon policies, procedures, and processes. Performs work assignments that are broad in scope and require the use of independent judgment and initiative in making leadership, technical and managerial decisions of considerable difficulty.
- Provides effective communicative leadership throughout all levels of the organization and acts on the Public Works Director's behalf by assignment or delegation in director's absence.
- Establishes and maintains a proactive and appropriate work environment, tone, and forward-thinking culture for all aspects of the organization. Seeks to instill and maintain a supportive, collaborative and employee valued workforce.
- Directs employees involved in assigned areas, provides for administrative, technical, mechanical and physical support for divisional and departmental safety programs and operations. Evaluates program objectives and effectiveness; recommends suggestions for improvement.
- Works alongside Director to ensure Human Resource policies and guidelines are properly implemented; addresses staff discipline as needed.
- Collaborates with the Public Works Director in the development and implementation of department long and short-term plans goals, and objectives; evaluates efficiency and effectiveness of operations, services, procedures, and use of resources; recommends and/or implement modifications and improvements as needed.
- Establishes broad organizational goals and realigns organization and staffing as needed to optimize operations.
- Advises city leadership on issues related to Public Works activities.
- Provides oversight and review of plans for present and future programs, compliance with regulatory and statutory responsibilities and directives, technical reports, budget estimates and contracts. Creates, interprets and explains complex financial documents and administrative reports.
- Oversees efforts to ensure fiscally prudent practices including monitoring of expenditures and revenues, sound financial forecasts, and timely processing of transactions. Directs and participates in management studies and analyzes programs and problems. Negotiates contract terms and enforces warranty and contract agreements.
- Interacts with other City departments and represents the City when dealing with federal, state, county and local agencies and media regarding Public Works Department operations and issues. Serves on and leads various interdepartmental and multi-jurisdictional associations, project groups, special projects and task forces. Exemplifies diplomacy and ability to quickly work through issues when faced with controversial, difficult, or complex situations.
- Establishes performance expectations and evaluate performance of subordinate personnel.
- Performs other duties as assigned.
Minimum Qualifications & Position RequirementsEducation and Experience:Bachelor’s degree in public administration, business, engineering, water resources, or related field and five (5) years of progressively responsible experience in planning, organizing and directing a public works or related operation, and at least two (2) years in a supervisory or management capacity; OR equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:Knowledge of:- City policies and procedures.
- Managerial principles, practices, techniques and options to successfully motivate and supervise staff.
- Public works operations principles, methods and practices.
- Budgeting and finance principles and practices.
- OSHA and other safety related practices related to public works operations.
- Applicable federal, state, county, City and other applicable statues, agreements, standards and codes relating to public works operations.
- Personnel related laws and policies
- Customer service principles and practices.
Skill in:- Standard office equipment including computer and programs relevant to the performance of applicable duties and responsibilities, including MS Word, Excel, Access, Powerpoint, Outlook. Preferred skill in/knowledge of CarteGraph/OpenGov, Tyler Munis, AssetWorks, FuelFocus, FleetFocus, Routeware software applications.
Ability to: - Supervise and lead staff.
- Manage, identify, communicate and carry out the objectives of the public works department and assigned divisions.
- Interpret and apply public works principles, methods and practices.
- Interpret and apply applicable Federal, state and local laws, codes ordinances, rules and regulations.
- Solve problems and prose sound decisions.
- Communicate and coordinate with coworkers, supervisor, the general public, city management, public officials and other interested parties sufficient to exchange or convey information and to receive work direction.
- Apply strong analytical and problem-solving skills on a routine basis.
- Monitor performance and recommend corrective measures.
- Handle multiple projects simultaneously using good judgment in prioritizing work assignments.
- Prioritize own work tasks and complete work within specified time periods and deadlines.
- Participate in current and long-range planning efforts.
12-Month Goals:- Become familiar with the City’s geographic layout, other City departments, Public Works departmental staff, and direct reports.
- Become fluent in the operation of Microsoft Office, AssetWorks, Tyler Munis, OpenGov, Routeware, and American Public Works Association’s Accreditation software.
- Learn City’s budgeting process, monitor monthly budgets.
- Become proficient with understanding and application of the City’s Human Resources Policy and Guideline Manual.
Additional InformationSpecial Requirements: Possession of a valid Arizona Driver’s License.
Physical Demands / Work Environment: Work is typically performed in an office setting; however, incumbent may be subject to operating a motor vehicle, moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, intense noises, and extreme temperatures.
