The Assessor’s Office places a strong emphasis on excellent customer service and interpersonal skills. The successful candidate must be able to deal effectively and professionally with taxpayers, the general public and employees with other government agencies over the phone, in person and through electronic transmissions.

Duties and Responsibilities
The successful candidate will appraise commercial properties including: owner occupied properties, single tenant and multi-tenant commercial and income producing properties, vacant commercial land and other properties. Appraisal will involve both mass and non-mass appraisal techniques. Duties include: inspecting, measuring and valuing commercial properties, researching income and expense characteristics, evaluating tenant up-fit and changes to existing properties; verifying commercial sales including income, expense, vacancy and capitalization data as of the time of sale; verifying buyer’s pro-forma expectations and proposed changes to the property included in the pro-forma expectations; verifying details of leases and offerings for lease; developing land and income statistical models for reassessment based on verified sales and leases; handling taxpayer appeals, reviewing appraisal reports prepared by others; and other appraisal duties as assigned.
This position requires preparation of written reports that contain complex mathematical and appraisal concepts in conformance with state and federal standards. The successful candidate must be able to comfortably communicate complex concepts in refute/disagree with appellants in a convincing and professional manner.
Valid SC driver’s license is required or the ability to obtain one upon acceptance of the position
Minimum Qualifications
A South Carolina residential or commercial appraisal certification is required (CG, CGM, CR, CRM) supplemented with five (5) years or more experience as a certified real estate appraiser. A Bachelor’s Degree is required, with a degree in Real Estate, Accounting, Economics, Finance, or Business preferred. A commercial certification is preferred and a non-mass commercial certification is highly preferred. For those with residential appraisal certifications, commercial course work and/or commercial appraisal experience is a plus. For those with residential certifications, a commercial mass certification (as a minimum) must be obtained within two years of hire. For all candidates experience in commercial real estate management, commercial leasing or commercial brokerage is a plus. Proficiency in WORD and EXCEL is required. Experience with Power Point is desired. Knowledge of South Carolina assessment and ad valorem taxation laws is highly preferred.
