POSITION INFORMATION

The Adult System of Care division of the Health & Human Services Department has two vacancies. Both positions require current Behavioral Health licensing (LMFT, LCSW, LPCC).

Mid-Service Partnership (MSP)

The Mid-Service Partnership (MSP) program supports care coordination, case management, therapy, psycho-social rehabilitation and clinical support. Placer's Mid Service Partnership (MSP) program is the center of Placer’s 3-tiered spectrum of care. This program serves clients as they move through Placer's Adult System of Care, offering a smooth transition for clients stepping-down from Placer's Full Service Partnership (FSP) program, or supporting clients referred to a higher level of care from Placer's Clinic Services program. The MSP program supervisor oversees the program to ensure staff provide support with clients’ complex linkage needs, assist with reduction of symptom severity and associated life impairments, and promote increased autonomy and ownership of clients' recovery. In addition to therapy and psychosocial rehabilitation services, MSP also provides care coordination to link clients with resources related to housing, income, physical health, and mental health. These services are primarily community-based to ensure ease of access to MSP's mental health recovery support and care coordination services.

Adult Services Team

The Adult Services Team provides support as Homeless Liaison, AB109 enforcement, CalWORKS Therapy. Placer County is seeking a Behavioral Health Program Supervisor to lead and support multidisciplinary teams serving two priority populations: individuals experiencing homelessness and justice-involved clients. This leadership position is responsible for the oversight, coordination, and clinical supervision of staff providing direct services through the Homeless Liaison Team and the AB109 Program.

The Homeless Liaison Team provides outreach and engagement services to unsheltered individuals across Placer County. The team focuses on connecting clients to behavioral health and social services, as well as community-based resources such as emergency shelters and permanent housing. Core services include clinical screenings and assessments, crisis intervention, and coordinated linkages to treatment, housing, and other essential supports. As a multidisciplinary team, it includes licensed clinicians, counselors, and Peer Support Specialists who work collaboratively to help individuals transition out of homelessness. The Program Supervisor plays a key leadership role in guiding clinical strategy, supporting day-to-day outreach efforts, and contributing to policy development and implementation related to countywide homelessness and sheltering initiatives.

The AB109 Program provides comprehensive behavioral health services to justice-involved individuals, including assessments and treatment for both mental health and substance use disorders (SUD). Program staff work closely with the Probation Department to support clients as they transition from incarceration back into the community. Many individuals require integrated co-occurring treatment and coordinated linkage to essential resources such as housing, employment, and healthcare. Services provided include screenings, diagnostic assessments, individual therapy, psychosocial rehabilitation, and crisis intervention. The Program Supervisor is responsible for overseeing clinical supervision, ensuring quality service delivery, and fostering strong collaborative partnerships with the Probation Department.

Placer County provides an additional five (5) percent of base hourly rate to employees in the classification of Program Supervisor who possess a certificate as a licensed clinical social worker (LCSW); marriage and family therapist (MFT); marriage, family, child counselor (MFCC); licensed professional counselor (LPCC); or licensed psychologist (Ph.D. and Psy.D.).

DEFINITION

To plan, organize, coordinate and supervise the operational and clinical activities in support of assigned program(s); to plan, prioritize, assign, supervise, and review the work of assigned professional, clinical, technical, and clerical staff; to establish operational and/or clinical processes, methods, and procedures in support of assigned program area; to perform a variety of technical and specialized functions in support of assigned area of responsibility; and to function as a proactive and positive team leader within the Health and Human Services Department.

DISTINGUISHING CHARACTERISTICS

The Health and Human Services Program Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinate staff and are responsible for a program area within a major work unit, division, or multi-disciplinary and collaborative program/project. Employees in this job class are assigned the responsibility for either one major, significant and complex program or multiple smaller and related programs.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from a Health and Human Services Program Manager or higher level management staff.

Exercises direct supervision over professional, technical, clinical, and clerical personnel.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Four years of increasingly responsible experience in providing professional and/or clinical client services with at least two years of the qualifying experience at the journey level or higher.

Training: Equivalent to a Bachelor's degree from an accredited college or university. Designated positions may require major course work in specific and concentrated areas of study.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process.
