Essential Job Functions

Plans, schedules, and supervises the operations and maintenance of multiple manual and automatic high-temperature boiler/high-pressure steam facilities.

Ensures facility equipment is operating effectively and safely by taking and interpreting readings from digital and analog gauges and computerized facility monitoring systems.

Supervises subordinates through the delegation and evaluation of work, training, disciplining, and motivating of staff.

Develops work schedules and inspects the work of subordinate stationary engineers for compliance with operational standards and facility safety and emissions standards.

Plans, schedules, and supervises the periodic inspection, adjustment, calibration, repair, and replacement of heating and refrigeration plant equipment in multiple locations.

Meets with plant engineers and other staff to brief them regarding plant activities, maintenance, ongoing and upcoming projects, and pending repairs and gathers information on plant and staffing issues.

Keeps up to date with federal, state, regional, and local laws and regulations controlling use of boilers, including those related to energy creation/distribution, chemical usage, emissions, and environmental impact.

Schedules and supervises the testing of boiler water, condensate cooling tower water, and water from other systems and the adding of corrective chemicals.

Documents all facility activities and writes narrative and statistical reports regarding heating and refrigeration operations, repairs, requests for equipment, plant consumables and output, and environmental impact.

Prepares reports regarding Title V facility operations, plant emissions, and the use of “unfriendly” refrigerants.

Orders supplies and recommends the purchase of additional and replacement equipment, including writing up equipment specifications, contacting vendors who make repairs and/or provide replacement equipment, getting quotes, and coordinating delivery and service.

Consults with and schedules Department and County crafts professionals and vendors who conduct repair and maintenance activities in the facilities.

Escorts outside vendors, inspectors, and County workers who need access through facilities in order to familiarize them with sites and equipment and repair/replacement details.

In the event of planned steam facility slowdown or shutdown, consults and coordinates with facility occupants in order to minimize impact on facility operations.

Maintains an inventory of tools and equipment essential to continuous plant operations.

Coordinates and oversees the annual overhaul of all major facility equipment.

Requirements

REQUIREMENTS TO QUALIFY
Five years' experience in the operation and maintenance of high pressure boilers and refrigeration equipment and auxiliary equipment, of which three years MUST have been operating, maintaining and testing high-pressure steam or hot water boilers, refrigeration, air conditioning, and other auxiliary distribution systems which exceed 500 h.p. in boiler capacity, or a total refrigeration capacity of 1200 tons.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

An Unlimited Steam Engineer's License issued by the City of Los Angeles' Department of Building and Safety.*

Environmental Protection Agency (EPA) approved Universal Technician Certificate in compliance with Federal license requirements as provided in Chapter V, Section 608.*

Some positions may be required to hold an Unlimited Steam Engineer's License with Turbine Endorsement.

PHYSICAL CLASS
Physical Class III - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

SPECIAL REQUIREMENT INFORMATION
*In order to qualify, applicants must submit a copy of their Unlimited Steam Engineer's License AND Environmental Protection Agency (EPA) approved Universal Technician Certificate at the time of filing, or within seven (7) calendar days from the date of filing your online application. You may submit documentation to sheriffexamsunit@lasd.org and indicate your name, the exam title and the exam number. Failure to provide the required documentation will result in application rejection.

SUPPLEMENTAL QUESTIONNAIRE
As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be used as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to reapply.

EXAMINATION CONTENT
This examination will consist of a structured interview assessing Knowledge of Steam Plant Systems, Subsystems, and Equipment; Knowledge of Steam Plant Equipment Operation and Maintenance; Knowledge of Laws and Regulations; Knowledge of Steam Plant Operation Vendors; Knowledge of Microsoft Office Software; Problem-Solving Skills; Analytical Ability; Interpersonal Skills, Supervisory Skills; Leadership Skills; and Oral Communication Skills weighted 100%.

APPLICANTS MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER TO BE PLACED ON THE ELIGIBLE LIST.

TESTING ACCOMMODATION

ELIGIBILITY AND VACANCY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their group for a period of six (6) months from the date of promulgation.
The list of successful candidates created from this exam will be used to fill vacancies within the Los Angeles County Sheriff’s Department, Administrative Services Division, Facilities Services Bureau.
