Description
Duties Description The Sam’s Point Preserve encompasses the southwestern end of the Minnewaska State Park Preserve property. The Preserve is accessed via the Sam’s Point main entrance and consists of approximately 5,000 acres. Sam’s Point features important ecological functions that have been recognized in Minnewaska’s adopted master plan.
Under the direction of the Park Manager 3, SG-23, the Park Manager 1, SG-18 in the Sam’s Point Area in Minnewaska coordinates all aspects of park operations and maintenance. This position has oversight of the day-to-day operations of the Visitor Center as well as land management of the area. Duties include but are not limited to the following:
• Plan, direct, and coordinate the operations of recreational activities and facilities.
• Oversee revenue collection, maintenance, staff scheduling, budgeting, and programming.
• Ensure park rules and regulations are followed by park patrons and staff ensuring the safety of patrons and employees. Investigate accidents and take appropriate corrective actions as needed.
• The Park Manager 1, SG-18 will be responsible for acting as incident commander until higher-trained supervisor or personnel arrive on scene, keeping the Park Manager 3 informed throughout.
• Implement and coordinate emergency preparedness and response procedures for patrons and employees, including emergency action plan, coordinating and participating in appropriate training, instructing and training park staff to ensure appropriate procedures are followed.
• Directly supervise, train, and evaluate seasonal and permanent staff to ensure that assigned tasks are completed correctly, safely, and in a timely fashion.
• Oversee stewardship activities at Sam’s Point, focusing on biodiversity protection by managing recreation impacts, invasive species, deer over browsing, and fire, while collaborating with partners and volunteers.
• Manage the hunting program at Sam’s Point Area.
• Serve as a liaison to local and county government, schools, community organizations, businesses and special interest groups including the Shawangunk Ridge Biodiversity Partnership Research and Management Subcommittee, the Cragsmoor Association, and local residents.
• Work with the tower operators on maintaining appropriate access to tower sites throughout the year as needed and ensure the agency’s interests are protected.
• Participate in other ridge-wide initiatives, meetings, and projects as required/requested by park management.
• Work with the New York - New Jersey Trail conference to ensure footpaths are maintained to a high standard.
• Implement agency’s policies and procedures to accomplish the goals and mission of the agency and visions of Minnewaska’s Master Plan.
• Utilize agency business programs including but not limited to: BETS (Budget Expenditure Tracking System), HRIS (Human Resource Information System), LATS (Leave and Accrual Tracking System), SFS (Statewide Financial System), PORTS (Parks Operations and Revenue Tracking System), Revenue/Attendance, Park Store Manager, Reserve America and SLMS (Statewide Learning Management System).
• Review, analyze, and comprehend written materials.
• Communicate effectively with other staff and park patrons in a responsible and courteous manner.
• Work in a team setting and demonstrate flexibility in tasks and schedules.
• Adheres to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. six years of experience** working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;
Or 2. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.
Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.
Examples of non-qualifying degrees include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.
**If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Additional Comments:
**For the duration of the NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be proficient with Microsoft Outlook, Word, and Excel.
• Must be willing to work holiday, weekend, and evening shifts as required and may require working in inclement weather.
