Education and Experience : A ssociate’s Degree or higher in Automotive Technology, Business Administration, Construction Management, or related field, and six (6) years of experience in administration, planning, and operations of fleet maintenance, facilities maintenance, heavy equipment operations, or warehouse operations, including three (3) years of supervisory experience.

Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

General Purpose

Under general direction, provide oversight, monitor and provide technical and preventative maintenance and repair guidance in the daily operations of fleet and facilities maintenance, heavy equipment operations, and warehouse operations.

Typical Duties

Plan, supervise, and monitor the maintenance and repair of automotive and construction equipment, as well as facilities maintenance and warehouse operations, ensuring efficiency and compliance with safety and environmental regulations.Involves: Administering through subordinate personnel the operation of the fueling and parts storage areas. Plan and implement preventative maintenance programs for all automotive and construction equipment. Allocate personnel, materials, and other resources to balance workflow and ensure availability of vehicles and construction equipment. Resolve complaints related to repair priorities and/or delays. Oversee and provide recommendations on the assignment of equipment operators and heavy construction equipment to construction crews engaged in the installation, maintenance, and repair of construction projects. Inspect work in the field during operations and upon completion. Oversee the operation of the fueling station and parts storage. Ensure proper procurement procedures are followed in the procurement of fuels, lubricants, and spare parts. Ensure compliance with all environmental as well as occupational health and safety regulations related to the handling, usage, and disposal of hazardous chemicals and waste.

Oversee, plan, and manage the maintenance and repair of facilities to ensure efficient operations and compliance with safety standards. Involves: Coordinate and supervise the maintenance and repair of evaporative and refrigerated air conditioning systems, heating units, and other HVAC equipment. Direct and manage the installation of facility equipment such as boilers, chillers, pumps, and other essential machinery. Conduct comprehensive inspections of buildings, facilities, and surrounding areas to assess conditions, identify necessary modifications or repairs, and recommend improvements. Oversee land maintenance, including irrigation ditches, weed control, and vegetation management, ensuring compliance with environmental and operational standards. Monitor ongoing work to ensure quality and timely completion of maintenance tasks. Provide technical expertise and guidance in all aspects of facility and land maintenance, ensuring adherence to industry’s best practices and regulatory requirements. Oversee and manage heavy equipment and warehouse operations to ensure efficiency and compliance with operational standards. Conduct monthly inspections and inventories to assess equipment and facility conditions, reviewing and approving expenditures for accuracy and budget adherence, and ensuring all contracts remain up to date. Oversee the maintenance and servicing of equipment to support seamless and continuous operations.

Administrative duties. Involves: Financial planning, procurement, and operational support. Develop annual budget projections and justifications, and prepare budget requests for the replacement of automotive and construction equipment. Develop specifications for the purchase of automotive and construction equipment, janitorial services, ditch maintenance, fuel, fire hydrants, protective equipment, etc. Evaluate bids and provide recommendations for awarding contracts. Assist in the updating of rental rates for vehicles and construction equipment. Assist with updating the Capital Improvement Program list for new and replacement automotive and construction equipment. Oversee the distribution of labor and materials to the appropriate departments. Respond to incidents, when necessary, assess the extent of damage, and provide technical recommendations to management.

Ensure productivity, compliance, and professional development. Involves: Conduct regular meetings with supervisory staff to review operations and align priorities. Oversee day-to-day operational activities, ensuring efficiency and adherence to policies. Prioritize and coordinate departmental tasks to maintain workflow and service quality. Provide instruction, guidance, and oversight to ensure work is completed accurately and efficiently. Enforce personnel policies, regulations, and workplace safety standards. Address employee concerns, provide counseling, and foster a positive and productive work environment.

Supervise assigned staff. Involves: Schedule assignments, instruct, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
