The Deputy Chief Information Officer (Deputy CIO) serves as the principal advisor and operational leader under the CIO, responsible for the strategic execution and oversight of statewide IT operations. This role encompasses leadership over approximately 500 professionals across multiple domains, including IT Operations, Enterprise Architecture, Data Center Management, Network Operations, Client Engagement Services, Business Relationship Management, Enterprise Project Management, and IT Finance. The Deputy CIO ensures that IT services align with the state’s strategic objectives, delivering secure, efficient, and innovative technology solutions to support government operations and services. Acts on behalf of the CIO as assigned by the CIO or in the absence of the CIO as the principal IT officer on executive decisions and executive-level committees.

This position is with the Office of Administration, Information Technology Services Division (OA-ITSD).

• Strategic Leadership: Collaborate with the CIO to develop and implement long-term IT strategies that align with the state’s goals and objectives.
• Operational Oversight: Manage day-to-day IT operations, ensuring the reliability, security, and efficiency of technology services across all departments.
• Team Management: Lead and mentor a diverse team of IT professionals, fostering a culture of excellence, innovation, and continuous improvement.
• Budget and Resource Management: Oversee the IT budget and personnel resource management, ensuring fiscal responsibility and optimal allocation of resources to meet organizational needs.
• Policy Development: Establish and enforce IT policies, standards, and procedures to ensure compliance with state and federal regulations.
• Stakeholder Engagement: Serve as a liaison between IT and other state departments, ensuring effective communication and collaboration on technology initiatives.
• Risk Management: Identify and mitigate risks associated with IT operations.
• Innovation and Transformation: Drive digital transformation initiatives, leveraging emerging technologies to enhance government services and operations.
• Customer Service: Directs programs to monitor, evaluate, and improve customer service delivery.
• Performs miscellaneous job-related duties as assigned.

• Education: Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field; Master’s degree preferred.
• Experience: Minimum of 10 years of progressive leadership experience, including managing large-scale IT operations and teams.
• Proven ability to lead large (100+) cross-functional teams, manage complex projects, and drive organizational change.
• Excellent verbal and written communication skills, with the ability to convey technical information to non-technical stakeholders. Experience required in presenting and addressing questions & issues in a senior-level "board room" setting.
• Knowledge of IT infrastructure, enterprise architecture, and project management methodologies.
• Knowledge and understanding of the current technology needs of state entities and is adept as developing strategic requirements at a statewide level.
• Knowledge of fiscal and business analysis techniques.
• Knowledge of current trends and developments in information technology, especially AI.
• Skill in organizing resources and establishing priorities.
• Strategic planning and advanced leadership skills.
• Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.
• Ability to provide strategic guidance and counsel to stakeholders, particularly agency executives, in the assessment and development of existing and/or proposed systems.
• Ability to manage a large (multi-million) budget with a low percentage margin for actual expense variance.
• Ability to analyze state budgets, assess funding options, speak to encumbered funds, and identify supplemental needs.
• Ability to assist with funding and alternative funding/revenue sources to develop and evaluate proposals in reference to leading-edge information services technology.
• Ability to foster a cooperative work environment.

Salary:

$147,000.00-$190,000.00 per Year
