Minimum Qualifications
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, plus eight (8) years of related experience acquired either before and/or after licensing as a professional engineer, including two (2) years of which were in a lead or supervisory capacity.

Licenses or Certifications:

Licensed Professional Engineer (PE) in the State of Texas.

This Supervising Engineer position is in Austin Water’s Systems Planning Division. This

position is responsible for managing and supervising a team of engineering staff responsible for implementing major engineering functions including water and reclaimed water system long range infrastructure planning, system analysis, and hydraulic modeling and analysis.

Duties will include:

• With minimal direction, leading team of engineering staff in development of Austin Water’s (AW’s) short and long-range water and reclaimed water infrastructure plans including demand analysis and water system hydraulic performance data analysis, capacity planning, demand versus capacity analysis, modeling, projections, and GIS analysis.
• Overseeing development, maintenance, and use of AW’s GIS -based water and reclaimed water distribution system models for system hydraulic planning, system analysis, and troubleshooting.
• Leading team of engineering staff in providing water and reclaimed water system planning and analysis-based input to the Capital Improvements Program ( CIP ) consistent with asset management principals.
• Provide prioritization support for water and reclaimed water system extension and enhancement infrastructure projects for consideration in the CIP spending plan.
• Conducting supervision, budgeting, staffing, and other administrative and supervisory-type duties for team of engineering staff consistent with the overall goals and objectives of the Austin Water and the City of Austin.
• Leading a team of engineering staff in time-critical Service Extension Request ( SER ) reviews, including hydraulic and modeling analysis of SERs, and providing other short-turnaround water and reclaimed water system and hydraulic analysis support to the development review process. Also provide support to annexation planning and service planning and assessment.
• Leading a team of engineering staff in providing support to operations staff and system troubleshooting, including response to emergency-type events, as necessary, and planned infrastructure outages for construction and operations and maintenance activities.

Pay Range
$52.25 - $67.93

• Skill in supervising teams of engineering and technical staff in system planning, system analysis, hydraulic analysis, and GIS analysis
• Knowledge in tools and methods used in hydraulic modeling of water and/or reclaimed water transmission and distribution systems; experience in water and/or reclaimed water system modeling and analysis, experience in water and/or reclaimed water system hydraulic performance analysis, and experience with geographic information systems ( GIS )
• Knowledge and experience in tools and methods used in water system hydraulic testing including, but not limited to, fire flow testing, C-factor testing, water pressure monitoring, and water pump performance evaluation.
• Knowledge and experience in water distribution and transmission and/or reclaimed water system infrastructure planning and analysis including short- and long-range planning and experience in demand versus capacity analysis
• Strong understanding and comprehension of fluid mechanics, hydraulics, and pressurized water system analysis
• Strong technical writing, presentation, verbal, graphical, and other communication skills

Duties, Functions and Responsibilities

Provides technical advice and direction to internal and external customers. Manages, coordinates, implements, or monitors projects or programs, including the review of plans and development proposals for impacts related to project or program. Recommends revisions and permit requirements to mitigate negative impacts of development and assures plans conform to City policies. Resolves conflicts in difficult situations. Develops, manages, and monitors the budget of projects. Assists in developing, managing, and submitting proposed budget forecast planning for short- and long-term City planning. Develops and implements standard operating procedures, policies, codes, and ordinances by applying advanced technical knowledge and applying changes to meet departmental business goals and objectives. Monitors projects for regulatory compliance. Develops and evaluates a variety of projects, programs, or plans. Develops long- and short-term planning and strategies for programs. Develops design criteria. Reviews or approves plans and specifications, change orders, and estimates. Negotiates contract terms, fees, and scope of contract including reviewing monthly progress reports, verifying final quantities and costs, compiling requisite documentation, reviewing change orders, and auditing as-built records. Acts as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, suppliers, and the City. Negotiates problems of changes, errors, or deficiencies and ensures compliance with project specifications and requirements.
