A Sr. Administrative Services Manager job is available with the City of Fort Worth Human Resources Department.
This position oversees the department’s combined operating budget of approximately $175 million. The position will supervise administrative department operations and manages a staff of eight employees. The successful candidate will have an in-depth knowledge of the principles and practices of government finance, personnel management, procurement and budgeting including a thorough knowledge of relevant federal, state, and local laws and rules. The candidate will also have knowledge and experience in human resources coordination.
Minimum Qualifications: - Master’s degree in Business Management, Public Administration, Business Administration, Human Resources or related field.
- Four (4) years of complex administrative, fiscal, personnel and management
- Two years in a supervisory capacity.
Preferred Qualifications: - Previous experience with municipal budgets.
- Experience with Risk and Health Fund management.
- Advanced principles of municipal budget preparation, trend analysis, forecasting and control.
- Principles and practices of business administration and human resources management.
- Office equipment including computers and supporting word processing and spreadsheet applications.
- Computerized financial systems, budget software, and data analysis tools.
The Sr, Administrative Services Manager job responsibilities include: - Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
- Develop and maintain cost allocation models and methodologies to distribute service costs; collaborate with departments to gather data, explain allocation results, and address inquiries or disputes.
- Lead the centralized procurement function within the department; support and guide departmental staff on procurement strategies and contract management best practices.
- Administers assigned contracts; negotiates and prepares complex requests for proposals or contracts with external professional service providers and vendors
- Oversees and participates in the development, analysis, formulation and administration of the department’s budget
- Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; implements improvements.
- When assigned, manages the department’s strategic and business planning process to include the development and implementation of departmental goals, objectives, performance measures, policies and priorities for each assigned service and/or operational area; ensuring their alignment with the department’s strategic goals and organizational initiatives
- Provides complex staff guidance to the department’s senior management team; participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.
