The Town of Longboat Key Is accepting applications for a Full-Time Utility Worker 3 or 4 position in our Public Works Department. A pre-employment physical and drug screen will be required, except for current employees who have met the requirement.

FUNCTION

Under the direction of the Public Works Utilities Manager or designee, performs skilled, technical and construction work on all aspects of the operation and maintenance of water and wastewater pumping stations, distribution, and collection systems. Also maintains a continuous check on operating efficiency. The difference between the Service Worker 3 and 4 is the Service Worker 4 is more of a specialty trade position, such as electrical, plumbing, or specialty utility training and experience.

Essential Functions

ESSENTIAL FUNCTIONS.
• Performs electrical and plumbing work on utility water and wastewater systems.
• Operates and maintains all water and wastewater pumping stations.
• Inspects utility water and wastewater electrical, plumbing, and related equipment including pipes, pumps, motors, wiring, automatic transfer switches, engines, storage tanks and controls to determine proper operation.
• Obtains equipment and supplies to make necessary repairs.
• Performs tests for potable water quality, logs results and maintains records.
• Changes and replaces pumps; checks chlorine levels.
• Performs preventative maintenance and checks at water and wastewater stations.
• Performs maintenance operations, checks pumps in lift stations.
• Performs water service maintenance duties, repairs main leaks; checks and maintains pump stations, and keeps water pressure at a required level.
• Determines the need for special attention to operating or maintenance requirements on all equipment. Keeps records on operations and maintenance of all equipment.
• Assists supervisors with paperwork, computer work, and capital outlay considerations.
• Reports to work on emergency call back, when notified in accordance with departmental procedures. Any person finding themselves in jeopardy of the town’s Drug Free Workplace Policy, while on call or when called to report back to duty, shall report that condition to their immediate Supervisor (or, if unavailable, their Department Head) as soon as possible for purposes of obtaining another individual to be available for normal call in procedures for that instance. Employees are expected to perform all essential functions of their job, including on call duty. Employees who are unable to respond to call back duty may be subject to a performance review, including disciplinary action up to and including termination.
• Reports to work as required by the Disaster Plan Recovery Guide and regular attendance during normal work schedule, other than excused or work-related absences.
• Any other functions deemed essential by the Town and communicated to the employee by his/her supervisor or department head.

Clarification
The Utility Service Worker 3 position is intended for candidates with foundational skills and experience in utility operations and maintenance. This role involves performing essential tasks related to the construction, operation, and maintenance of water and wastewater facilities under general supervision.

The Utility Service Worker 4 position is designed for candidates with advanced skills and specialized training in areas such as electrical, plumbing, or other utility-related fields. This role requires considerable experience and may involve more complex and specialized work within Public Works Utilities.

Knowledge, Abilities, & Qualifications

JOB PERFORMANCE KNOWLEDGE AND ABILITIES

Considerable knowledge of operating principles and practices and the maintenance requirements of construction, and utilities water and wastewater operations. Considerable knowledge of the occupational hazards and safety precautions involved in the work. Knowledge of the standard practices, methods, tools and equipment of mechanical maintenance and utility infrastructure operations. Ability to work from plans, blueprints or sketches. Ability to understand and follow oral and written instructions. Skill in the use of power tools and shop equipment. Ability to learn to operate a variety of Public Works equipment.

Knowledge of National Electrical Codes (NEC), use and care of advanced tools, equipment, and testing devices of the electrical trade, and occupational hazards and safety precautions of the trade. Working with both high voltages of AC and DC circuits. Sufficient physical strength and agility to perform heavy manual labor in all weather conditions, including but not limited to the following tasks: repetitive lifting, lifting of a minimum of 50 pounds, shoveling, raking and bending.

Minimum Qualifications

PREFERRED
Four years’ experience in Utility pump station work and certificates for college level courses in job related subjects.

REQUIRED
High school diploma or equivalent. Sufficient physical strength and agility to do heavy manual labor, occasionally under adverse weather conditions. Experience in general labor work, maintenance, repair and operation of utility water and wastewater equipment and basic electrical training. Ability to complete a course in advanced electrical training and obtain a Florida Water Distribution License within 1 year

Working Conditions & Supplemental Information

WORKING CONDITIONS

Work is performed in a variety of locations, inside and outside, as required. Ability to work out of doors, occasionally under adverse conditions. Travel between work locations is by Town truck. Emergency situations may require overtime and call back.

Valid Florida Driver’s License (MVR background check).
Successful completion of an employment physical and drug screen to confirm the ability to perform the essential functions of the job (waived for promoted or transferred Town employees who have previously met this requirement); signed Acknowledgement for the attached “Drug Free Workplace Policy” must be provided prior to assuming Town duties. The Town is a Drug Free Workplace, in compliance with the Drug Free Workplace Act of 1988, in § 440.102, FS and Rules 59A-24 F.A.C (Florida Administrative Code). State and federal laws and regulations may subject certain employees to additional drug testing requirements. Any employee who violates the program is subject to disciplinary action up to and including termination. Hepatitis A vaccination, or proof of the same, as a precautionary measure against exposure to raw sewage and a signed Acknowledgement for the attached “Information to Employees -Hepatitis A” must be provided prior to assuming Town duties. Hepatitis B vaccination, proof of same, or signed Acknowledgement declining the vaccination (see attached Information to Employees - Hepatitis B) must be provided prior to assuming Town duties.

A comparable amount of training and experience may be substituted for the minimum qualifications.
