Job SummaryThe purpose of this position is to, under general supervision, perform administrative, technical, and supervisory work related to right-of-way services operations. Right-of-way services include street/stormwater maintenance, asset management and traffic control operations. This position serves as acting Director of Engineering and Right-of-Way Services in the absence of the Director of Engineering and Right-of-Way Services.
Hiring salary range: $108,596.80 - $138,465.60, depending on qualifications
Full salary range: $108,596.80 - $168,334.40
FLSA Exemption Status: Exempt
Examples of Duties
- Supervise and direct Right-of-Way Services (Street Maintenance Division, Traffic Services Division, and Asset Management Division) personnel and operations by monitoring work; ensuring compliance with industry standards for safety/environmental compliance, work quality, effectiveness, and productivity;
- Prepare and monitor budget revenue and expenditures;
- Prepare specifications, RFPs, bid packages and recommend awards; oversee management of projects; and communicate results;
- Prepare and present to Homeowner Associations, Boards, Commissions and City Council;
- Review and resolve customer service concerns and inquiries;
- Manage and track Right-of-Way Services performance management standards;
- Assist the Director of Engineering and Right-of-Way Services with development and implementation policies or programs, and provide support with developing contracts for uniforms, safety shoes, radios, or other assigned organizational needs;
- Formulate and direct employee Safety Programs for Engineering and Right-of-Way Services by developing safety training schedules, coordinating activities and safety inspections, and recommending department safety program improvements;
- Coordinate department Safety Committee meetings.
Minimum Qualifications
Education and Experience:
- Bachelor's degree from an accredited college or university in civil engineering, public administration, or a related field, and
- At least nine (9) years of increasingly responsible professional public works or related operations experience, including at least three (3) years in a supervisory capacity.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
- Principles and practices of leadership, personnel administration, and management;
- Principles and practices of modern public administration;
- Principles and techniques of project management.
- Perform a broad range of supervisory responsibilities over others;
- Evaluate technical information and statutes arriving at valid recommendations based on data;
- Prepare clear and concise reports, correspondence, and other written materials;
- Select, lead, manage, supervise, motivate, and evaluate staff and provide for their training and professional development;
- Establish and maintain cooperative working relationships with others;
- Communicate effectively, orally and in writing;
- Work well under pressure, meeting multiple and sometimes conflicting deadlines;
- Work cooperatively with City officials, other employees, and the general public;
- Work safely without presenting a direct threat to self or others;
- Meet mental and physical demands of the job.
Special Requirements
Valid North Carolina driver's license and acceptable driving record.
This position is classified as Essential and will be required to work 24-hours a day/7 days a week in rotating shifts during periods of inclement weather or other emergencies.
