- General Salary Increase: A general salary increase of 3.5% effective on December 20, 2026, and 3.5% effective December 19,2027.
- Educational Incentive: Completion of an associate degree (2.5%), bachelor's degree (3.5%), OR graduate degree (5%) not required for the position.
- Annual Leave/Accruals Redemption: A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service and has the ability to "cash in" or redeem up to 100 hours of Annual Leave per year after taking 80 hours in the preceding 12 months.
- Deferred Compensation: 401(k) Shared Savings Plan and/or Section 457 Plan, with up to a 3% match on your 401(k) contributions.
- Health Plans: You are afforded an annual flexible credit allowance of up to $26,626 for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
- Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental and vision care expenses.
- Pension Plan: Both the County and you contribute to the County's Retirement Plan and to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
- Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Holidays - 13 paid days per year, which includes a scheduled floating holiday.

THE POSITIONThis position will be responsible for independently performing various human resources functions in support of the Health Care Agency which is the largest agency within the County of Ventura with approximately 3,700 employees. Critical to the success of the incumbent will be building trust and alliances with stakeholders at all levels of the County organization, including co-workers, management, and executives.
The Personnel Assistant-NE typically serves under general supervision at an entry level with the expectation of promotion to Personnel Analyst I, which serves under general direction with skills needed to successfully complete assignments.
The ideal candidate will possess:
- Experience working as an HR Coordinator or HR Assistant with some knowledge in recruitment, examinations, and classification and compensation
- Proficiency working with applicant tracking systems, such as Workday or NeoGov
PAYROLL TITLES AND APPROXIMATELY RATES OF PAYPersonnel Assistant-NE: $34.61 to $48.46 hourly
Personnel Analyst I: $3,303.16 to $4,624.88 biweekly
NOTE: If appointed at the lower level, the incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department/budget.
The Personnel Assistant-NE is a management classification and is eligible for overtime compensation. Personnel Analyst I is a management classification and is not eligible for overtime compensation.

Examples Of DutiesIncumbents may perform any of the following tasks including but not limited to:
- Performs job analysis for vacancies being filled via assigned recruitment ensuring qualifications are aligned with business needs by collaborating with hiring managers and other subject matter experts
- Establishes and maintains productive relationships with clients at all levels of the organization, including executives, by building trust and encouraging alliances
- Plans and administers a broad scope of highly complex recruitment processes to establish viable eligible lists in compliance with County Personnel Rules and Regulations, processes and procedures
- Develops, validates, and administers examinations including written tests, oral exam structured interviews, practical exams and measures of training and experience to accurately determine candidates’ qualifications for placement on eligible lists
- Reviews and evaluates applications to determine if minimum requirements, necessary special requirements and desired criteria are met based on specific recruitment requirements
- Manages projects which require conducting research, collecting data, and performing analysis resulting in the formulation and implementation of recommendations
- May assist with a broad scope of classification studies in conjunction with County Classification and Compensation staff to establish new classifications, revise existing classifications, study single positions and recommend agency wide reorganizations
- Enters data into on-line recruitment system, NEOGOV, to create exam plans, job bulletins, testing schedules, and eligible lists
- Performs other related duties as assigned.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCEAny combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities.
An example of qualifying education and experience includes:
Bachelor’s degree in human resources, public administration, business administration, industrial/organizational psychology or a related field
AND Personnel Assistant-NE : Six (6) months of experience providing administrative support in human resources within the public sector.
Personnel Analyst I: One (1) year of professional-level human resources experience within the public sector.
Education/Experience Substitution
Additional experience may substitute for the bachelor's degree on a one-to-one basis for up to four (4) years.
NECESSARY SPECIAL REQUIREMENTSPossession of, and the ability to maintain a valid California driver license
- Ability to:
- Exercise sound judgment and decision making
- Research, analyze and interpret data to make appropriate recommendations
- Skilled at providing excellent customer service to a diverse group of stakeholders, the public and other external contacts demonstrating tact, diplomacy and cultural sensitivity
- Intermediate proficiency skills with Microsoft Outlook, Word, Excel and Teams

Supplemental Information:Work is performed on site in Ventura California Monday through Friday primarily in an office environment, but incumbents may be required to travel to various County facilities to recruit, test, train, audit or consult with others within, and external to, the organization.
DESIREDPossession of SHRM-CP, SHRM-SCP, PSHRA-CP and/or PSHRA-SCP certification(s)

TRAINING & EXPERIENCE EVALUATION A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who is better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely align with the department’s business. Candidates are typically scored/ranked relative to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive moderate or even low scores or ranks, resulting in them not being advanced in the process.
NOTE: The selection process will likely include an Oral Exam, which may be preceded or replaced by a score from a Training and Experience Evaluation (T&E), depending on the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. ORAL EXAMINATION - 100% A job-related oral examination may be conducted to evaluate and compare participating examinees’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
ELIGIBLE LIST The eligible list established through this recruitment will be used to fill current and future Regular, (Temporary, and Fixed-term), Extra Help and Intermittent vacancies for this and similar positions only. There is currently one (1) Regular vacancy within the County Executive Office, Human Resources Division - Health Care Agency.
Applicants successfully completing the examination process may be placed on an eligible list for up to a period of one (1) year.
