The PositionBargaining Unit: Local 512 - Social Services Staff Specialist Unit Contra Costa County is recruiting to fill one (1) Social Service Information Systems Analyst position in the Employment and Human Services Department.

What you will typically be responsible for:- Providing direct, day-to-day support to end users by assessing inquiries and resolving technical issues
- Supporting and maintaining statewide social services systems by troubleshooting problems, coordinating solutions, and helping ensure reliable system functionality
- Developing, updating, and publishing technical procedures and instructional materials
- Assisting with data analysis, reporting, and validation to support program operations and informed decision-making
- Coordinating with state partners, vendors, and internal teams to resolve system issues and implement updates

The eligible list established from this recruitment may remain in effect for six (6) months.
Minimum QualificationsLicense Required: Possession of a valid California Motor Vehicle Operator's License. Out of state valid motor vehicle operator's license will be accepted during the application process.
Education: Completion of 60 semester or 90 quarter units from an accredited college or university which included 15 semester or 22 quarter units in computer science, information systems or a closely related field.
Experience: Either: (1) Eighteen months of full-time experience, or its equivalent, in the analysis, design and implementation of computer systems and procedures; or (2) Eighteen months of full-time experience providing social services systems support which included direct responsibility for system troubleshooting and problem resolution.
Substitution for Education: Possession of a certificate in Business Analysis, Database Systems design, analysis or administration; Management Information Systems, Systems Management or a related field requiring minimum coursework of a minimum of 20 semester units, granted by an accredited college, university or professional association and additional 12 months of qualifying experience may be substituted for the required education; or additional qualifying experience in the analysis, design and implementation of automated systems and procedures may be substituted for the required education on a year-for-year basis.
Desirable Qualifications: - Experience supporting large-scale or statewide automated systems, such as eligibility or case management systems
- Knowledge of social services programs, such as CalWORKs, CalFresh, Medi-Cal, or Child Welfare
- Familiarity with system testing methodologies, including user acceptance testing (UAT)
- Experience with data analysis, reporting tools, or SQL
- Strong written communication skills, particularly in developing user documentation and instructional materials
- Experience collaborating with vendors, state agencies, or cross-functional project teams
- Relevant professional experience or coursework in information systems, business analysis, or project management

2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be arranged to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
3. Training and Experience Evaluation: Consists of an evaluation of each candidate's relevant education, training and/or experience as presented on the application and supplemental questionnaire.
(Weighted 100%)The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
CONVICTION HISTORY After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with Contra Costa County. If you accept a conditional job offer, the Human Resources department will contact you to schedule a fingerprinting appointment.
DISASTER SERVICE WORKER All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
