Talent Acquisition Partner.
The Human Resources Department is seeking a high-impact Talent Acquisition Management Analyst (Recruiter) to serve as a strategic partner to hiring managers across diverse departments.
In this role, you will operate at the center of workforce planning and execution-balancing competing priorities, managing high-volume recruitments, and influencing hiring decisions without direct authority. Success requires strong relationship management, sound judgment, and the ability to drive alignment across stakeholders.
The Talent Acquisition Management Analyst collaborates closely with hiring leaders, HR partners, and internal stakeholders to deliver efficient, equitable, and high-quality recruitment outcomes within a Civil Service framework.
In this role, incumbents will have opportunities to:
- Partner strategically with hiring managers to understand workforce needs, shape recruitment strategies, and deliver talent solutions aligned to business priorities
- Lead end-to-end, high-volume recruitment efforts, managing multiple concurrent requisitions while maintaining quality, timeliness, and candidate experience
- Influence hiring decisions without direct authority by providing data-driven insights, market intelligence, and best practice guidance throughout the selection process
- Design and execute inclusive recruitment strategies, including outreach, sourcing, and examination development, to attract diverse and qualified candidate pools
- Collaborate cross-functionally with HR teams, leadership, and external stakeholders to ensure alignment, transparency, and consistency in hiring practices
- Navigate complex stakeholder environments, effectively engaging leaders, commissions, unions, and community partners
- Ensure compliance and equity in all recruitment activities, upholding Civil Service rules and County policies
- Represent the County externally, promoting employer brand through job fairs, professional networks, and targeted sourcing efforts

Qualifications
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
- A typical way to qualify is a bachelor's degree from an accredited college or university in human resources administration or a closely related field AND work experience as a Recruiter in the public or private sector.
Knowledge & Skills: - Principles and techniques of recruitment and sourcing
- Manage multiple, concurrent recruitments in a high-volume environment with competing deadlines
- Build alignment and drive outcomes through influence, not authority
- Establish credibility quickly and act as a trusted advisor to hiring managers
- Collaborate effectively across organizational boundaries and stakeholder groups
- Use data and insights to inform decisions and improve recruitment outcomes

Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

Salary:
$121,264.00 - $151,611.20 Annually
